Project status
The project was finalized on 26.10.2022.
The project management teams on behalf of the both project beneficiaries were set up and the first joint meeting was organized online on 14.01.2021.The both project beneficiaries purchased the equipment necessary for the project management teams.
Activity T2. “Information and publicity” - LB has organized the conference for the start of the project on 30.08.2021. B2 and the representatives and doctors from the two hospitals from Turnu Magurele Town and Nikopol Municipality were part of the event. B2 has published 1 press release about the start of the project in the municipal newspaper. The templates for brochures, block notes, folders, leaflets, posters, roll-up banner and pen, under the responsibility of the LB, have been elaborated and delivered.
Activity T3. “Modernization of the hospital in Turnu Magurele” - the procurement procedure for procurement of medical equipment (organized in 13 lots) was finalized by signing 13 contracts for all equipment. The medical equipment was delivered and installed at the Municipal Hospital in Turnu Magurele and the staff was trained to work with the equipment.
Activity T4. “Modernization of the hospital in Nikopol City” - the tender procedure for purchase of medical equipment was finalized on 10.12.2021, by signing a contract. The medical equipment has been delivered and installed at the Municipal Hospital in Nikopol in March and April 2022. The staff was trained to work with the equipment.
The exchange of experience event was also held for 4 days in Turnu Magurele for 20 employees from a hospital from Nikopol and 20 from a hospital from Turnu Magurele. The event took place between 08.09.2022-13.09.2022 at the premises of the Hospital in Turnu Magurele.

The following progress has been achieved during the project implementation period:
The conferences for launching the project were organized in 2020, online on the 28th of July by the LB and on the 30th of September 2020 by the B2- Bulgarian Red Cross.
LB – Giurgiu County Council received on 14.09.2022 two Water trucks (20 tons) with pump which will be used by ESI Giurgiu for interventions in case of floods or forest fires.
On 10.03.2023 took place the reception of the emergency intervention equipment (Respiratory protection devices, thermal imaging integrated in the mask).

A joint partnership was concluded on 06.12.2023 between Giurgiu County Council and Giurgiu County Prefect Institution, Ruse Regional Administration, Emergency Situation Inspectorate Giurgiu, Giurgiu Municipality, Comana Municipality, Singureni Municipality, Prundu Municipality, Izvoarele Municipality, Schitu Municipality, Gostinu Municipality and Dve Mogili Municipality.
B2 – Bulgarian Red Cross, participated at the trainings and Info Days organized by Beneficiary 3 – Red Cross Giurgiu Branch and also participated at the signing of collaboration protocols between B3 and institutions responsible for flooding and forest fire intervention in the Giurgiu-Ruse cross-border cooperation area.
During the period 28.02-01.03.2023, B2 organized an Info Day in Ruse which was attended by 58 people, 15 of them from Romania.
During the period 23-24.03.2023 a round table and conference were organized and were attended by 62 participants, 24 of them from Romania.
On 30.03.2023 took place the training of the population according to W.P. 4 - Flood preparedness of the population in the Ruse and Giurgiu area in the municipality of Slivo Pole - the village of Ryahovo and the town of Slivo Pole, as well as in a school in the town of Dve Mogili. Trained persons from the adult population - 49, of which three Romanian citizens, and from the students in high school course - 24 persons.
B3 – Red Cross Giurgiu Branch organized 7 training sessions in the field of flood protection measures. Also organized a round table and a conference (15-16.09.2022) and an event with the institutions responsible for the intervention in the event of floods and forest fires in the Giurgiu-Ruse cross-border cooperation area (29.09-02.10.2022).
During the period 27-28.04.2023 were organized the Info Days in Giurgiu.
The Partnership for training actions and volunteering in flood situations, was concluded on 03.04.2023 between Red Cross Giurgiu Branch and Bulgarian Red Cross, Sport Club of the Fire Safety and Civil Protection Department in Ruse and NGO Association Euroregion Danubius.

B4 – University of Ruse “Angel Kanchev” received the Geographic Information System (GIS) and integrated it into it’s technological environment. This GIS system will help establish a list of areas likely to be affected by forest fires.It was elaborated a bilingual inventory (in Romanian and Bulgarian languages) with areas which can be affected by forest fires in the Giurgiu-Ruse area. Also it was elaborated an assessment of the vulnerabilities and hazards that can be generated by the forest fires in the Giurgiu-Ruse area.
In the period 05-07.04.2023 in Veliko Tarnovo the event titled “Concluding collaboration protocols with the institutions that have attributions in the field of floods and forest fire intervention in the Giurgiu - Ruse cross border cooperation area” was held, organized by the team of the University of Ruse.
On 24th of November 2024 two joint cooperation protocols were concluded by University of Ruse “Angel Kanchev”, namely:
1. Partnership for the Danube river concluded between University of Ruse "Angel Kanchev" and Regional administration- Ruse district, Bulgarian Ports infrastructure Company - Ruse, branch Port-Ruse, Regional Historical Museum – Ruse, Giurgiu County Council, National Company Administration of Danube River Ports and County Museum „Teohari Antonescu". This partnership aims at establishing, under the conditions of the law, the general framework of cooperation between the Parties, directed to protection of Danube River and the Danube space from forest fires and floods in the Giurgiu - Ruse region as well as to preservation of the biodiversity, natural and cultural heritage.
2. Partnership agreement for the education of children and young people for sustainable management of forest fires and floods concluded between University of Ruse "Angel Kanchev" and Regional Management of Education – Ruse, Regional Directorate "Fire Safety and Protection of Population, Bulgarian Red Cross, Giurgiu County Council, School Inspectorate-Giurgiu, High School "Ion Maiorescu"-Giurgiu, High School "Nicolae Cartojan"-Giurgiu, Emergency Situation Inspectorate-Giurgiu and Red Cross Giurgiu Branch. This partnership aims at establishing, under the conditions of the law, the general framework of cooperation between the Parties, directed to education of children and young people for sustainable management of forest fires and floods in the Giurgiu - Ruse region.

Preventing forest fire in Dolj and Lom, Montana cross border region

The overall objective of the project is to improve joint risk management in the cross-border area by increasing the responsiveness of specific actors in the fight against forest fires in the cross-border area Dolj-Lom, Montana, thus strengthening institutional and technical management capacity in case of disaster and emergency response.

Project status
Current Project Status:
The project was implemented until 29.12.2023, and subsequently, it was completed with the beneficiaries' own funds on 30.04.2024.
All the activities within the project have been finalized and all the equipment have been purchased.
The main investment of the project was the acquisition of the warning-alarming system and 6 electronic sirens for which it was responsible LB. The warning alarming system is kept at the headquarters of Inspectorate for Emergency Situations Oltenia, Dolj County. The 6 electronic sirens were installed within 6 localities from Dolj County (Plenita, Farcas, Bratovoiesti, Sadova, Cetate and Brabova) and are functional.
The second investment of the project was the reconstruction of a building that now serves as the headquarters of the Volunteers’ Fire Brigade from Lom, which has been realized by B2. In addition, the building has been properly endowed.
During the period 05-08.12.2023, LB organized the elaboration and signing of the following joint partnerships in the field of risk management situations generated by fire:
a) Partnership agreement concluded between Dolj County School Inspectorate and Regional Department of Education – Montana;
b) Partnership agreement concluded between Dolj County and Lom Municipality;
c) Partnership agreement concluded between "Mihai Bravul" Dolj County Inspectorate of Gendarmerie and Voluntary Unit Civil Protection – Lom;
d) Partnership agreement concluded between Inspectorate for Emergency Situations Oltenia, Dolj County and Voluntary Unit Civil Protection – Lom.
B3 and B4 purchased equipment specialized in fighting against forest fires, for an efficient management of the emergency situations.
The final press conference was organized by LB in Craiova on 15.12.2023.

Montana – Dolj : Better access-closer communities

The general objective of the project is to develop road infrastructure in the cross-border area by improving access between nodes and the TEN-T network in the region. The proposed project envisages the modernization of two roads - Road II-81 Kostinbrod-Berkovitsa-Montana from km 94 + 000 to km 101 + 199.48, Montana district and road DJ561B Segarcea-Drănic from km 0 + 000 to km 12 + 130, county Dolj with a total length of 19.32 km.

On the behalf of LB:
The upgrading of the Road II-81 from km 94+000 to km 101+199, is finalized, and from 18.08.2022 the modernized road is put into use.
Regarding the implementation of road safety and awareness activities, the Road Infrastructure Agency signed on 17.12.2020 a contract for the implementation of road safety and advertising activities, for which it received brochures to be used in the awareness campaign for speed management and human tolerance on roads.
On the behalf of B2:
The upgrading of the County Road DJ 561B km 0+000 to km 12+130, were finalized from 21.12.2023 and the reception of works has been made on 11.03.2024.
Regarding the implementation of road safety and advertising activities, on 30.09.2020 B2 signed a contract for the distribution of various specific promotional materials to target groups within the awareness campaigns.
Within the project was developed a joint package of traffic safety measures, related to their investment objectives, which includes solar radar speed signs, noisy road markings and guardrails reflectors installed at a smaller distance, performed on the modernized road sections in Montana District and Dolj County.

The project was implemented within 19 Months (10.12.2019-09.07.2021).
All the activities were realized and the output indicators achieved.
The created C.A.R.E. package consists of the following products:
a) Educational tool by the means of puppet theatre art - specially created and filmed (copied on DVD’s) educational tool in Bulgarian and Romanian languages by the means of puppet theatre art – theatre performance, based on conducted joint research, on common hazardous disasters and accidents. In addition to the play writing, specific equipment necessary for stage performance were purchased: puppets, stage scenery, costumes, requisite, audio and light equipment and head microphones for the performers;
b) Multimedia educational product – the product contains educational presentations of the most possible types of disasters and accidents in the target region and specific actions and measures for defense. The product is based on the information, collected during the joint research and consists of text, pictures, drawings. It combines different type of information and present it in an attractive way to the children with applying multimedia software (sound, text, picture, video, animation and graphics), which increase the effectiveness and positive emotions during the trainings and preparedness of children for preventing disasters and behavior during accidents. The product was copied and disseminated on 700 CD’s in Bulgarian and Romanian languages (350 in Bulgarian and 350 CD’s in Romanian);
c) Teacher’s guide on crisis management - the Teacher’s guide includes a methodology for introducing effective and modern methods of training for protection against disasters and accidents. An important component of methodological development is the use of new, interactive and integrative training methods to increase the attractiveness and quality of the learning process and raise the interest of students. The guide was printed in hard copies: 700 copies (350 in Bulgarian and 350 in Romanian language);
d) Children’s toolkit – attractive puzzle set has been developed. The set consists of 3 puzzles with pictures, dedicated to elements of prevention of 3 types of disasters and accidents, which are common for the target cross-border area. The puzzles were disseminated to children in the cross-border area;
e) Pilot testing of the produced educational products/tools was performed through organization of demo-lessons in 6 schools and kindergartens in the cross-border region for children aged 5 - 12 years old and 20 teachers, during which the developed educational products were used and tested.
The demo lessons with children in Bulgaria were organized on the following dates:
- 02.06.2021 in High School "Tsar Simeon Veliki", Vidin,
- 03.06.2021 in Kindergarten "Zhelyazko Popnikolov", Vidin,
- 20.05.2021 in Primary School "Ivan Vazov", Vidin.
The demo lessons with children in Romania were organized in two schools and one kindergarten on the following dates:
- 25.05.2021 in National College “Fratii Buzesti”, in Craiova,
- 27.05.2021 in Kindergarten “Traian Demtrescu” Craiova,
- 28.05.2021 in National College “Carol I”, in Craiova.
The project partners organized 2 trainings (demo-lessons) with the teachers as follows:
- 14.05.2021 in Craiova with 10 teachers from Romania,

“Increasing the efficiency of municipal health care in the border region Berkovitsa – Bailesti”
What’s the goal?
The objective of the project is to enhance the capacity for common cross-border cooperation in the field of health services in Berkovitsa and Bailesti Municipalities through creation of opportunities for the people living in the distant villages for access to adequate health care and supply of modern and innovative equipment for the municipal hospitals.

What will be the results (what’s the contribution to the Programme)?
Programme outputs: 10 supported cross border mechanisms (agreements, networks, regulations, studies, policies, strategies, information exchange tools) to enhance cooperation capacity;
Programme results: increased level of coordination of the public institutions in the eligible area.
Project status (reflected in progress reports)
The project was finalized. The following results have been achieved within the project:
- A Joint Conference to present the prepared Morbidity study and round tables for discussions to promote the Handbook for healthy life was organized in Berkovitsa on 16-18 February 2022;
- A Joint training seminar for professional development of medical experts was organized in Berkovitsa on 09-11 May 2022;
- Elaboration of a Memorandum of Cooperation and Partnership on common policies, efforts and actions in health, accelerating the development and the realization of the potential of the municipalities of Berkovitsa (Bulgaria) and Bailesti (Romania), which can be found at the following link https://healtheff-robg.eu/ro/dokumenti/;
- Developing the health services network of stakeholders in the cross border area by signing cooperation declarations by representatives of NGO’s, other hospitals and health organizations in the CBC area;

- A Joint training seminar for professional development of medical experts was organized in Bailesti on 20-22 June 2022;
- A Joint Conference to present the prepared Morbidity study and round tables for discussions to promote the Handbook for healthy life was organized in Bailesti on 11-13 July 2022;
- An experience exchange visit in order to increase the awareness degree of the population regarding the prophylaxis activities was organized in Berkovitsa on 3rd of August 2022;
- An experience exchange visit in order to increase the awareness degree of the population regarding the prophylaxis activities was organized in Bailesti on 27-28 July 2022;
- Equipping the Municipal Hospital of Berkovitsa with the following equipment: mobile cardiology center, digital X-ray system, patient monitors, ultrasound system for general and abdomen examination, neonate transport incubator, autoclave, transport respirator and ultrasound nebulizer;
- Equipping the Municipal Hospital of Bailesti with the following equipment: fixed radiology equipment, the mobile radiology equipment, laparoscopic kit + accessories, anesthesia machine, surgical table, mechanical ventilation machine, fiber optic bronchoscopy, LED light lamp operating room and fetal morphology ultrasound;
- Achieving a level 5 (strongly appropriate) of coordination of the public institutions in the eligible area, after the implementation of the project.

“Better connected secondary and tertiary nodes to TEN-T core and comprehensive network through joint CBC measures”
What’s the goal?
The project main objective is to improve traffic conditions, safety and conductivity between secondary and tertiary nodes and core TEN-T infrastructure in the cross border area through the modernization of 5.087 km of local and regional roads of cross-border importance.

How is it going to happen?
- Modernization of 5.087 km of local and regional roads of cross-border importance, which directly connect the secondary and tertiary nodes on both sides of the Danube to the basic TEN-T infrastructure;
- Coordinating the mechanisms for overcoming the new common challenges arising from the operation of the core TEN-T infrastructure on Pan European corridors 4, 8 and 9;
- Organizing awareness-raising activities with the support of NGOs for the safety of citizens in places where the heavy burden of road traffic meets the local population.
What will be the results (what’s the contribution to the Programme)?
Programme outputs:
- 5.087 km of reconstructed or modernized roads;
- 3 common mechanisms to facilitate the connection of secondary / tertiary nodes to the TEN-T infrastructure, namely: Elaboration of a traffic safety measures report, applying route guidance and implementation of an awareness raising campaign of safety.
Programme results:
- 85,854 cross-border population served by modernized infrastructure leading to TEN-T.
Project status
Current Project Status:
The implementation period of the project ended on 31.12.2023, but because of the delays registered at the investment activity of LB, the project was included on the list of non-functional projects. The project was completed on 31.12.2024.
LB finalized the construction works on his behalf and reported as achieved a value of 4.14 km of modernized streets (Opalchenska street, streets Teodosiy Tarnovski, Dimitar Naydenov, Slivnitsa and Kliment Ohridsky) and the completion of 2 bridges over the Yantra river in Veliko Tarnovo. Moreover, LB reported a number of 76,811 persons served by the modernized infrastructure for the Result indicator.
B2 finalized the construction works on his behalf and reported as achieved 0.51 km of modernized roads in Calafat, namely Jiului street. The reception at the end of the construction works on behalf of B2 took place on 21st of September 2023. In addition, B2 reported a value of 16,809 people served by the modernized Jiului Street for the Result indicator.
B3 finalized the implementation of all 3 joint mechanisms to facilitate the connection of secondary/tertiary nodes to TEN-T infrastructure, namely:
1. The awareness raising campaign on safety – 3 traffic awareness campaigns were organized within the project, 1 in Ruzhintsi on 18.03.2022, 1 in Veliko Tarnovo on 16.04.2022 and the third in Calafat on 12.05.2022, with a total number of 134 participants.

3. The route guidance mechanism - 3-traffic information panels were installed in Veliko Tarnovo, Calafat and at the cross-section of road III-114 with E-79.
On 26.08.2024, respectively 29.08.2024, B3 organized 2 informative events entitled “Project ROBG-383 Horizons: A Journey Through Aims to Accomplishments” in Ruzhintsi and Veliko Tarnovo.
