CBC partnership Tsenovo-Hotarele-Greaca against nature risks

What’s the goal?

To improve joint risk management in the CBC area through the development and adoption of a joint cross-border partnership between Tsenovo Municipality, Hotarele Commune and Greaca Commune so that they can better co-ordinate and react efficiently in emergency situations caused by natural disasters, such as flood, fire, heat waves, landslides, rain/snow storms.

  • Elaboration of a common strategy on better co-ordination and efficient reactions of a joint cross-border partnership between the project partners;
  • Set up of harmonized integrated tools for risk prevention and mitigation through the development of a joint mechanism for risk prevention, mitigation and coordination;
  • Exchange of experience and knowledge, including raising awareness in the field of efficient risk prevention and management in the cross-border area (including training and learning programmes, community-based training initiatives, information sheets, brochures about natural and anthropic hazards) targeted at specific target groups (children/youth, development planners, emergency managers, local government officials, etc.) through the organization of 3 awareness raising campaigns and 3 trainings on the hazards and risk and on the measures for their mitigation, management, reduction.

Project status

The project is finalized and the main achievements are as follows:

- 1 joint partnership have been concluded between the 3 Project Partners;

- The Strategy on better co-ordination and efficient reactions of a joint CBC partnership have been elaborated;

- 3 round tables have been organised, one on 09.12.2019 in Tsenovo Municipality, another one on 12.12.2019 in Hotarele Commune and the third one on 13.12.2019 in Greaca Commune for Key stakeholders (regional and local authorities and institutions, etc.) within the Ruse-Giurgiu cross-border region;

- All of the intervention equipment in the field of hazard management and disaster resilience foreseen within the project have been delivered to the Beneficiaries, namely: 1. On behalf of LB - a specialized automobile with a 4x4 wheel formula, high clearance to perform tasks in severe weather conditions and heavy terrains, flooded areas, forest areas and fires, along with a blade for snow removal, a sandblasting device and a special equipment that will be used to clean drainage and irrigation channels, ditches, banquets, drainage, grass and shrub removal, and maintenance of fire bands;

2. On behalf of B2 - a backhoe and a tractor equipped with all the necessary technical accessories in order to intervene in case of floods;

3. On behalf of B3 – a tractor, along with a snowblade, snow blower and a trailer;

- The Common Study on risk management in the Romania-Bulgaria cross-border region have been elaborated;

- The project web platform that will provide assistance for risk prevention, mitigation and coordination have been developed and can be found on http://teoszansoft.ro/tact/;

Dragon boats

Living human treasures(ROBG- 358)

What’s the goal?

The overall objective of the project is to promote local authentic culture in the field of authentic dances, singing and traditional cuisine in the cross-border area.

Project status

The project implementation was finalized in January 2020. The final implementation report is yet to be submitted (deadline for submission in June 2020).

The most active and attractive holders of authentic culture in the 3 categories (dances, songs and cuisine) to take part in trainings, traveling festivals and cross-border fair later on in the project implementation were selected.

The project beneficiaries prepared the joint cross-border management plan for valorisation of authentic culture. 3 offers centered around existing cultural events were developed and presented via e-mail to tour operators for development of “ready for use” tourism products.

All three cross-border trainings in dancing, singing and gastronomy were organised in Montana, Vidin and Craiova. Authentic folklore costumes were handed over to the selected target group for their participation in the travelling festivals and Nationwide cross-border fair for authentic folklore.

The partner representatives and 7 dancers of Dancing club of village Barzia took part in the International cultural tourism fair in Veliko Tarnovo in period 18-20.04.2019 as part of the fair’s accompanying programme.

The project is finalized.

Results:

- The joint Study on the Natural and Cultural Heritage in the Cross-border area of Dolj, Olt, Mededinti (RO) - Vidin, Montana, Vratsa and Pleven (BG) was elaborated, translated in English and Bulgarian languages. The joint study elaborated has been printed, as a brochure, in Bulgarian and English languages and was distributed during the raising awareness regarding the advantage of services using specific natural resources and bio products, available also on the project website www.natbiot-travelling.eu. 4 packages in eco-tourism has been identified;

- 1 smartphone application “Natbio travelling” was elaborated and is available for both IOS and Google Play in RO, BG and EN and can be downloaded from the project website;

- 1 project website was elaborated, available at www.natbiot-travelling.eu;

- 2 joint strategies were elaborated, namely marketing strategy for eco-bio products and joint strategy for increasing the quality of eco-bio products.

KIDS (ROBG507)

KIDS – An unique travelling concept in the RO-BG area for children and their families

What’s the goal?

To improve the promotion and valorization of the natural and cultural heritage from the cross-border area by giving children and their families an unique travelling concept in the RO-BG cross-border area: Family Fun Festival and 3 guided tours designed especially for children and their families promoting the tourism attractions and activities in the cross-border area – Fun and Sports Tour, Cultural Tour, Natural Landscapes Tour. The project thus contributes to tourism diversification by introducing 4 new tourism products, leading to an increased number of overnights in the region.

•        Organization of 4 Family fun festivals which will include tournaments, painting,

crafts, poetry, music, arts and traditions, food from cross-border area.

Project status

The following results have been reported so far:

- The internal working procedures have been elaborated and established;

- All of the 4 Family Festivals have been organised (2 in Bulgaria in September 2019 and 2 online in December 2021 for Romania on the web address: www.kids-project.eu/targ);

-Was elaborated 1 management plan for raising awareness and promoting the common RO-BG cultural and natural heritage targeting children and their families.

- The 4 new integrated tourism products/services were created. These consist of 3 guided tours - Fun and Sports Tour, Cultural Tour, Natural Landscapes Tour and 1 - Family Fun Festivals. The 3 guided tours are also presented in the mobile application.

- LB and B3 have developed 1000 (500 each) travel-kits especially designed for children, which have been disseminated among pupils during the organised 25 events in different schools in Romania and Bulgaria;

- A mobile application have been developed within the project and can be found on www.kids-project.eu or via Google Play Store under the name Kids Project;

- 2 press conferences have been organized, in Vratsa on 09.10.2018 and in Slatina on 23.11.2018;

HAMANGIA (ROBG–407)

Restoration of unique common cultural heritage and promotion of joint tourism product "Hamangia - first civilisation of Old Europe”

What’s the goal?

The overall objective of the project is to improve the sustainable use of the cultural heritage - the Hamangia Culture in Bulgarian and Romanian Dobrudzha (Dobrogea) Region through joint efforts and actions regarding preservation and valorization of the Hamangia cultural heritage with a view of development of a joint integrated tourism product "Hamangia" and its joint promotion and management.

  • Study of the Hamangia culture of the target CB region as an info-base for the further well-grounded joint development of the tourism product "Hamangia";
  • Development of a joint integrated tourism product "Hamangia", incl. joint tourist route and innovative ICT-based touristic services;
  • Valorization of resources and improvement of attractiveness of the archaeological site "Archaeological Park Durankulak – Hamangia” in Shabla Municipality through small scale investments;
  • Valorization of the historic and cultural resources of Cernavoda by developing the „Hamangia Centre” composed by a new museum approach through small scale investments in rehabilitation and endowments of existing buildings;  
  • Promotion of the tourism product "Hamangia" through organization of promotional campaigns among the target groups in compliance with the marketing strategy developed under the project.

Programme outputs: 1 integrated tourism products/services created; 2 common strategies, policies or management plans for valorizing (including raising awareness) the cultural and natural heritage through its restoration and promotion for sustainable economic uses

Programme results: 40,000 tourist overnights in the CBC region

Project status

The project was finalized on 26.11.2023. The following main results were achieved:

1. The project management teams have been established. 2 Press Announcements for the project start were posted on the websites of Shabla and Cernavoda Municipalities;

2. The technical design for the development and reconstruction of the "Archaeological Park Durankulak-Hamangia” in Shabla, has been elaborated by the LB. The contract for works execution was signed on 13.04.2023, the construction site was opened on 21.04.2023. The construction works were finalized on 18.10.2023 (Act no. 15/18.10.2023). In addition, the works included placement of a Ticket Center, extension of the Visitors Center and construction of a connecting pedestrian walkway. The Archaeological park “Durankulak - Hamangia” is opened to the public, having the following work schedule:

Wednesday - Sunday, 10.00 am - 5.00 pm.

Monday and Tuesday – non-working days.

3. The technical design for the Development of the Hamangia Centre in Cernavoda Town, including the two existing buildings allocated for the development of Hamangia Centre and Atelier Ganditorul (Thinker Workshop), has been elaborated by B2. The contract for works execution was signed on 04.08.2021, the construction site was opened on 25.08.2021. The construction works were completed on 31.10.2023. The commissioning process was finalized on 28.12.2023. The Hamangia Center and Thinker Workshop are opened to the public having the following work schedule:

Hamangia Centre – museum site: daily, 8.00 am - 4.00 pm.

Thinker Workshop: Tuesdays and Thursdays, 11.00am – 4.00 pm.

4. The project website was developed and is available at www.hamangia.eu in Bulgarian, Romanian and English language;

5. It was developed the joint study on “Hamangia” culture and its impact in the target CB region;

6. The thematic conference "Hamangia" was organized online on 16th of December 2021, through ZOOM platform;

7. There were organized 4 thematic working meetings, during which the cultural and historical heritage sites of Hamangia existing in the target cross-border region, which were included in the joint tourist route, were discussed:

a) Meeting no. 1 in Cernavoda Town, on 28.10.2022

b) Meeting no. 2 in Shabla Town, on 25.11.2022

c) Meeting no. 3 in Cernavoda Town, on 05.12.2022

d) Meeting no. 4 in Shabla Town, on 06.12.2022.

8. The joint tourist route “Hamangia” was developed. The tourist product includes visits to archaeological sites and museums, as well as hands-on experiences such as pottery making workshops and traditional culinary classes. The tour is designed to provide an immersive and educational experience for visitors interested in learning about the history and culture of the region. The joint tourist route starts at the Durankulak-Hamangia Archaeological Park in Shabla Municipality, Bulgaria and ends at the "Hamangia" Centre in the town of Cernavoda, Romania;

9. The guiding tour service based on 50+50 wireless headsets – 90 radio spots (30 in Bulgarian, 30 in Romanian and 30 in English language) was developed by the LB. The service was accepted by the LB on 03.11.2023 and the guiding tour was uploaded on the 100 pcs of MP3 players with headphones, purchased by the both project partners;

10. The virtual tour on the objects of the joint tourist route Hamangia was developed by the LB. The service was accepted by the LB on 17.11.2023. The virtual tour is uploaded on the project website available at the following link https://hamangia.eu/en/home-english/;

11. The LB purchased 18 all-in-one virtual reality glasses. The equipment was accepted by the LB on 12.10.2023. The virtual reality glasses are located at the archaeological complex “Durankulak - Hamangia”;

12. The development of the joint integrated marketing strategy was finalized. The strategy is uploaded on the project website available at the following link:

CIVILSAFETY (ROBG-393)

Integrated risk management and efficient reactions of authorities for civil safety

What’s the goal?

The main overall objective of the project is to increase cross border cooperation in emergency prevention and intervention of authorities and to develop infrastructure and joint services to prevent natural and technological disasters, in the same time with developing the capacity to react quickly to threats to the health and integrity of citizens and goods, in order to ensure a safe area, a sustainable development and an increase in the standard of living of the population.

Project status

The Project has been finalized and the main achievements are as follows:

- A vehicle for fire intervention, an ambulance, a vehicle for the transport of 10 or more persons and a rescue boat have been delivered to the LB along with a special equipment for alerting the population in emergency situations, such as earthquakes and fires, all of the equipment is foreseen to be used in case of emergencies, such as floods fires earth quakes, by the volunteers on behalf of LB;

- A rescue boat and a special vehicle for intervention in snowstorms and floods have been delivered to B2, all of the equipment is foreseen to be used in case of emergencies, such as floods fires earth quakes, by the volunteers on behalf of B2;

- The Hazard Maps has been fully developed and can be found at www.hazmaps.eu;

- The volunteers team of 10 persons has been appointed at LB and B2 level and the equipment foreseen within the project for them, in order to be able to communicate between them, receive alerts on cell phones from the warning system, observe and store data from the hazard maps, as well as to be used in trainings and workshops, have been delivered. The trainings of the teams have been organised and performed by the B3.

Dolj – Montana: Joint steps for a better connectivity

What’s the goal?

The overall objective of the project is to improve the development and coordination of cross-border transport systems for better connections to TEN-T network from Dolj and Montana counties.

Project status

The project is completed

Lead Beneficiary:

The execution works were completed, and the reception for the investment objective of LB "Modernization of County Road DJ 561B, km.12+130 - 24+260" was carried out on 15.01.2024. The Solar radar panels were installed on the modernized road. The Solar radar panels are used to calm the speed, thus contributing to increase the degree of safety on the upgraded road sector within the project. Also, within the project, the road map of Dolj County and Montana District was made, which aims to highlight the black spots on the roads in order to warn drivers about possible accidents. This was printed in 500 copies being used in dissemination activities.

Beneficiary 2:

Construction work for the investment objective of B2 "Improvement of Road II-81 from km 86+289 to km 94+000" is completed. The authorization to use the modernized road was issued on 01.02.2022. Also, on the modernized road sector, 4 solar radar panels were installed to measure and display speed, with the same aim of increasing traffic safety.

AA Danube (ROBG-348)

Angling Along the Danube: Danube Fishing Routes

What’s the goal?

The project aims to improve the sustainable use of natural heritage and resources by developing common tourism products based on amateur fishing. This will be achieved by raising awareness in the cross-border area of the social and economic benefits of tourist fishing tourism and the development and promotion of two new tourist products based on natural resources.

Project status

The project implementation was finalized in January 2020.

The project launched with a press conferences held in Ruse and in Slatina.

LB developed a joint strategy for awareness raising of the social and economic benefits of recreational fishing tourism within the cross-border Bulgarian-Romanian region. B2 was responsible for the development of a Common Marketing Strategy together with the related implementation and financial plan.

The best/most popular fishing and boating spots in the CB area (132 in total) were mapped out by both beneficiaries. They are available at the interactive GIS based-platform "Danube fishing routes"- https://www.fishmap.online/.

The first edition of the “Angling along the Danube” annual fishing festival was organized between 07-08 September 2019, in Dobrosloveni, Olt and 21-22 September 2019 in Lipnik, Ruse. More information on the fishing festivals can be accesed here: http://www.fishingfestival.eu/.

15 awareness raising and promotional events have been organized in the eligible area: 8 events in Bulgaria in the period 10-31.10.2019 and 7 events in Romania in the period 23.04-29.08.2019.

Green Tourism Products

What’s the goal?

The main objective of the project is to develop 2 integrated tourism products based on green and healthy activities. The new integrated tourism products will be focusing on hiking trips and marathons. Through the project, tracks for hiking and marathons will be created and promoted through pilot actions and all the technical and safety equipment will be purchased.

  • Development of promotional materials (flyers, brochures, maps of cycling routes and paths etc.);
  • Developing a web portal to promote the integrated tourism products including SEO (search engine optimization) and of a mobile application with trails;
  • Purchase of specific equipment
  • Organization of 10 pilot actions in the eligible area of the Programme during the project implementation: 6 Experimental hiking expeditions (3 days each) and 4 Experimental marathons.

What will be the results (what’s the contribution to the Programme)?

Programme outputs: 2 integrated tourism products/services created, 2 common strategies, policy or management plan for valorizing (including raising awareness) the cultural and natural heritage through its restoration and promotion for sustainable economic uses;

Programme results: 5,140 tourist overnights in the CBC region.

Project status

The project is finalized. The Final Implementation Report has been processed by JS and submitted to the MA on 05.03.2021.

Results:

- The common study for identify the routs for health tourism along the Danube has been elaborated both in RO and BG version.Two types of tourism package were identified: trails for hiking along the Danube and Danube marathons, also available at the project website:www.greentourpro.eu.

- The Common strategy to identify trails/ circuits for green tourism along the Danube was elaborated and uploaded on the project website:

- 2 integrated tourism products were created during the project implementation:

1. Hiking trails in Romania/Bulgaria;

2. Marathon trails in Romania/Bulgaria.

- Two touristic centres, located Belogradchik, Vidin district, 31, P. Yavorov street, in the building “Sport hall Belogradchik” and in town of Calarasi, 50B, Republicii Boulevard, have been established by the LB and B3. The equipment for trails purchased within the project are located in the both touristic centres (a part of the equipment purchased by the LB is stored in Cuza Voda Commune, Ceacu village, Calarasi County).

Uniform standards, enhanced coordination – common security

What’s the goal?

The overall objective of the project is to ensure the protection and safety of the population in the Svishtov-Zimnicea cross border region by ensuring a rapid and adequate response to the emergency situations caused by fires and natural disasters.

How is it going to happen?

1. The joint partnership will be created through several project technical meetings in order to clarify and elaborate the technical documentation and the recommendation for the:

- Guide for developing a common cross border approach regarding managing emergencies based on the processes and activities initiated under the USES project;

- Design and dеvеlоpmеnt of the Joint Аctiоn Plan covering disaster resilience, mitigation and awareness raising campaigns for the cross-border population on the hazards and risk. The following results are expected: hazard management and current rescue service for flood prevention measures, risk management system and cross border rescue services/system; joint disaster risk prevention and management as one of the main cross border priorities; enhance the shared management of common risks at a cross border level; about 40 pages;

- Prevention and alarm guide in Romanian and Bulgarian language printed in edition of 3000 units (1500 Bg and 1500 Ro), A4 booklet, interior 15 glossy paper;

- Guideline for a joint cross border approach for handling emergency situations and Action plan will be contracted by the LB using external service. The Prevention and alarm guide will be developed by B2. All 3 items will be published on the partners websites and transmitted to all relevant organizations from the region in order for the target group to have free access to the information.

Project status

The Project Implementation period have ended on 27.10.2020.

According to the reported information so far, all project activities were implemented according to the approved application and the following progress has been registered:

- 2 press conferences have been organized – one in Zimnicea on 11th of December 2018 and another one in Svishtov on the 19th of February 2019;

- All of the equipment for the improvement of the Crisis Center Ovcha Mogila on behalf of LB have been delivered;

- All of the training equipment for the Training Center in Crisis Center in Ovcha Mogila on behalf of LB, has been delivered;

- All of the vehicles and specific machineries have been delivered on behalf of LB:

- Most of the foreseen equipment on behalf of B2-T.A.U. Zimnicea City have been delivered, namely, Metal dressing rooms, Protective suits for firefighters, Protective boots for firefighters, Helmets with visor, Belts for firefighters, Flashlights for firefighters, Protective gloves for firefighters, Reflective vests, Video and acoustic detector and Life jackets;

“Streamlining the joint response actions to emergency situations”

What’s the goal?

The overall objective of the project is to improve joint risk management in the programme area by increasing the joint response in case of emergency situations (flood management, forest fire protection etc.)

Project status

The project implementation period ended on 15.01.2023.

All the activities are completed.

The main objective is to streamline the joint response in emergency situations in the cross-border area through common trainings in specialized polygons, procurement of specialized equipment and by improving common cross-border operational framework for emergency situations.

- Through the procurement of specialized equipments (water diving equipment, dive boat), the common trainings for search and rescue mission from aquatic environment that took place in the polygon in Balchik and the joint exercise conducted, the quality of the joint response in case of floods management was improved.

- Common trainings in the dedicated polygon in Craiova and joint exercise that took place in this project, raised first response efficiency to forest fires and in general to fires.

Three emergency plans were developed aimed at regulating the cooperation between the intervention resources belonging to the GIES and the DGFSCP to ensure operative intervention at a specific site;

A joint disaster intervention plan between GIES and DGFSCP was realized;

A joint partnership/plan was signed between GIES and DGFSCP regarding the joint training program which consists in the regulation of bilateral cooperation between GIES and DGFSCP in the field of training intervention personnel.

- 25 initiatives that activate workforce mobility in the cross border area; 1400 participants in joint local employment initiatives and joint trainings 560 participants in joint educational and training schemes to support youth employment, educational opportunities and higher and vocational education across borders

            - 111,174 persons will have access to joint employment initiatives in the CBC region
