Network for smart cooperation of Black Sea communities in the cross- border region

Project status

The project is finalized.

The project has created conditions for cooperation between the Black Sea public administrations in the region cross-border in the Dobrich region and Constanța county, to improve their efficiency and to stimulate the involvement of private stakeholders in the decision-making process. Concerning this, the following progress has been made:

- The joint strategy for cooperation and evolved territorial development of the cross border Black Sea area was elaborated and it is available on the elaborated web platform: https://www.smartbsnetwork.eu/

- Workshop “I’ve got an idea” has been carried out in Balchik, during 13-14 June 2019 and also in Navodari, during 28-29 June 2019.

- Workshop “Improving the capacity of local public administration in the CBC area to draft and implement projects/investments, relevant for the local needs” was carried out in Navodari during 30 May -01 June 2019.

- The softwares for introduced in e-government were delivered to Balchik Municipality and Navodari Municipality and employees of the two municipalities were trained to use it.

- Workshop “Increasing the capacity of local public administration for public-private partnerships” was organized in Navodari during 26-28 June 2019.

- 21 Bulgarian public institutions and NGOs, together with other 30 Romanian public institutions and NGOs were selected to be part of the “Joint Network for smart cooperation”.

- Equipment for improving public services were delivered.

ROBG-170 MOWEUP (ROBG-170)

MObility of Workers and unEmployed Upgrade

What’s the goal?

To contribute to creating an integrated eligible area in terms of employment and labor mobility; to make the workforce seize cross-border jobs and entrepreneurship opportunities; to create measurable outcomes for enabling the area to be a region to live, study and work.

399.360,85 euro, out of which 339.456,72 euro ERDF

Programme outputs: 4 initiatives that activate workforce mobility in the cross border area; 25 000 participants in joint local employment initiatives and joint training;

Programme results: 30 000 will have access to joint employment initiatives

Project status

The project implementation was finalised in June 2019 and the output and results achieved by the project consist in:

  • MOWEUP web-based platform, available at https://moweup.eu offering access to studies on employment and education, various tools elaborated within the project - carrier development videos, job video tips, 3 self-assessment tools for personality, carrier interests, transferable carrier skills, which based on 1 matching mechanism determine the most suitable career and job, as well as a comprehensive collection of information, intended to foster the employability and labour mobility of the jobseekers in the eligible area; The web-platform has attracted by the end of the project at total of 822 registered users and 1623 visitors.
  • MOWEUP network of stakeholders, including 67 organisations, registered on the platform as partners, participating in the round tables and contributing to the large collection of information available on the web-platform. They are also intended to play crucial role in the future promotion and ensuring the sustainability of the platform, providing access to information and other tools in the field of employment and labour mobility and promoting the platform in their initiatives;
  • 15 round tables in each region of the cross-border area (7 in Romania and 8 in Bulgaria), attracting a total of 313(153 in Romania; 160 in Bulgaria) representatives of the target group and aimed at facilitating the informational exchange between the relevant stakeholders and ensuring sustainable provision of information sources and access to the joint data base with information and advice;
  • 15 pilot trainings in each region of the cross-border area - 7 in RO and 8 in BG - attended by a total of 432 (207 RO and 225 BG) participants from the target group, 174 of each 29 years or younger, aimed at informing and demonstrating them how to benefit from the content of the web platform.

RTD Giurgiu-Ruse (ROBG-502)

Sustaining Rural Tourism in the Giurgiu-Ruse Area Through its Cultural Heritage

What’s the goal?

The project has as overall objective the development of an integrated approach to the promotion of the cultural intangible and tangible heritage of rural communities from both Giurgiu and Ruse in order to support local economic development and the evolution of rural tourism.

What’s the budget?

360,279.12 euro, out of which 306,237.24 euro ERDF

Target at the half of the implementation period: 65,000 euro for LB and 104,500 euro for B2

Programme results: 500 tourist overnights in the CBC region

Project status

The project implementation was finalized in November 2019 and the project results are currently being assessed at progarmme level.

Project Management Team was set up and the opening press conference was held in Giurgiu on 26.11.2018 and in Ruse on 13.12.2018. All the services and equipment were subcontracted.

Based on a common methodology the two partners selected 10 villages in Giurgiu County and 10 villages in Ruse district with the highest potential for rural tourism, which was assessed in a Joint Study of Rural Communities with Touristic Potential. Based on the joint study Beneficiary 2 developed a Joint Valorisation Strategy exploring the potential of the wider Giurgiu-Ruse area to attract touristic demand and develop a strong quality brand and regional label through the experiences and products that can be offered. To promote the Joint Valorization Strategy that was developed, the project partners planned a series of roundtables with stakeholders in each of the selected 20 villages. Also, a series of communication activities and promotional materials, as well as promotional videos for each of the 20 villages were realized. RAP (ROBG – 27) 

Renaissance of architectural past of Vidin and Dolj Districts”

To attract tourists in the cross-border region, by promoting the cultural and historical heritage of Vidin and Dolj regions.

Programme outputs: 1 common strategy for preservation and promotion of cultural heritage of Vidin and Dolj regions and for attraction of tourists

Programme results: 180 overnights in the CBC region.

Project status

The project has been finalized, with the following results:

2 databases for old architectural buildings of Vidin district and Dolj County have been realised, featuring historical facts, description of architectural features, photos, schemes and sketches on 48 architectural buildings in Vidin district and 100 architectural buildings in Dolj County, which were also presented in a catalogue of architectural buildings from Vidin and Dolj regions, disseminated during the series of promotional events organized within the project. A strategy for preservation and promotion of cultural heritage of both regions and for attraction of tourists, was developed at B2 level, translated in BG and EN language and presented to the local authorities and other stakeholders for implementation.

Having purchased the necessary equipment, both LB and B2 set up each, three Art Workshops for elaboration of models of architectural buildings and souvenirs, at the House of Culture “Tsvyat”, Secondary School of Arts and Secondary School of Tourism in Vidin and House of Culture from Craiova, National Economic College "Gheorghe Chitu" and Art High School "Marin Sorescu” in Craiova.

3-day “Train the trainers” session was organized to instruct the teachers/employees of each hosting organisation, to work with the 3D printing equipment; 20 participants of each work-shop took part in the 2-day exchange visits organized to familiarize them with the cultural and historical heritage with the other country.

A travelling exhibition campaign was organized in 16 locations in Vidin and Dolj district to promote the architectural heritage of the cross-border region.

A movie for the promotion of local cultural heritage of both regions was elaborate and broadcasted on Travel TV and it is also available on Youtube: https://www.youtube.com/watch?v=dWFmlYmuGEg&feature=youtu.be.

A cultural event designed to attract the interest of the local communities in the old architectural buildings of the two regions was also organized in Vidin and Craiova.

2-day info tour was organized for the representatives of the local tour operators and media from the other country in view of in including the main architectural and historical attractions of the Vidin District and Dolj County in their tourist offer. As a result, the project contributed with a total of 298 tourist overnights in the cross-border region, 29 of which were realized within an excursion to Craiova, newly included in the tourist offer by a local tour operator from Vidin.
