Tutrakan – Calarasi an Innovative Cultural Bridge for Sustainable Regional Development

The overall objective of the project is to enhance the existing cultural potential which is undervalued and underutilized in order to strengthen the economy and increase the number of tourist visits and overnights by developing modern cultural attractions.

*In accordance with MA decision no.38411 from 15.03.2019, the implementation period of the project was suspended for 5 months, starting with 11.02.2019. Further on, through three Addenda to the Subsidy contract, the project implementation period was extended, as follows: Addendum no.2/20.03.2020 with 8 months (until 27.06.2021), through Addendum no.3/03.06.2021 with 7 months (until 27.01.2022) and last extension of the project implementation period was through Addendum no.4/14.01.2022 with 3 months.

What will be the results (what’s the contribution to the Programme)?

Programme outputs: Increase in expected number of visits to supported sites of cultural and natural heritage and attractions with 15,000; 2 integrated tourism products/services created, 1 common strategy, policy or management plan for valorising (including raising awareness) the cultural and natural heritage through its restoration and promotion for sustainable economic uses.

Programme results: increase of the number of overnights in the cbc area with 15,000.

Project status

The project implementation was finalized on 27.04.2022. During the project implementation, the following main activities and results were reazlized:

Two workshops were organized for children by B2 - Lower Danube Museum Calarasi – on the 19th and 30th of July 2021 with 26 participants and between the 9th and 10th of December 2021.

The exhibition, "On a River Distance" has been presented during July 2021 in Calarasi, reaching 38 participants.

B2 carried out the simplified procedure for the supply of software with VR content and specialized equipment for the project "Heritage of Gumelnița Civilization viewed from a 3D and 2D perspective". Within the frame of this contract, the Museum was supplied with specilaized VR equipment, thus contributing to the attractiveness of the Museum for additional visitors.

The joint strategy, ”Tourist strategy and at least 3 tourist packages targeted at different target groups, divided by age, interest and social position” was elaborated and is available at https://cbsrd.tutrakan.tours/category/tourist-packages/.

Following the supplied VR equipment within the Historical Museum Tutrakan, the 2nd exhibition “Interbellum Urban Life” have been presented during July 2021 in Tutrakan.

The 2 tourism products developed within the project are represented by the both VR systems equipped at the premises of the both project beneficiaries within the museums in Tutrakan and Calarasi.

The 360 VR movie/production has been developed and accepted by the Beneficiaries, the trailer of the production is available on web portal https://cbsrd.tutrakan.tours/not-just-a-story-in-the-museum/, while the full footage will be presented with special equipment purchased within the project at the two museums.

RowAdventure (ROBG-272)

What’s the goal?

The main objective of the project is to create a new integrated tourism product designed for adventurous tourists, to facilitate a better use of common tourist potentials. 

The specific objectives of the project are:

Development of two common strategies for improving the sustainable use of natural and cultural heritage;

Increasing the number of overnight stays in the program region, up to 6033, due to the new integrated tourist products created by this project and the functionality of both tourist centers during the project implementation and sustainability period.

How is it going to happen?

  • Creating 1 new integrated tourism product designed for adventurous tourists- adventure trips with kayaks and canoes for beginners, advanced, families and people with disabilities. The new tourism products will support the sustainable development of the region from an economic, cultural and social point of view.
  • Creating 2 operational tourism centers, one of each side of the border, fully equipped with safety equipment, sportswear and water sport equipment(10 kayaks for 1 person, 10 kayaks for 2 persons, 5 canoes for 2 persons, 5 canoes for 4 persons and 5 boats for people with disabilities, 1 trailer, 1 motor vehicle 4x4 for carrying the equipment/trailer/boats and motor vehicle for the transport of tourists with minimum 7 seats ;
  • Organizing 14 pilot actions in the eligible area of the Programme; 4 Adventure trips with kayaks (3 days each), 4 expeditions with canoes (1 day each), 4 trips with special boats (1 day each), 2 Regatta (7 days each) using the equipment purchased to promote the new tourism products.
  • Development of promotional webpage of the new tourist product and conducting an online and media promotion campaign.

Results (what’s the contribution to the Programme)?

Programme outputs: 1 new integrated tourism product created, 1 Joint strategy for identifying travel routes and exploring the natural and cultural heritage and 1 Joint strategy for promoting integrated tourism products.

Programme results: the project is proposing a contribution to the achievement of programme result indicator as quantifying 6033 overnights in the CBC region, generated by the creation of the new integrated tourism products in the region.

Project status (reflected in progress reports)

Physical condition:

The main objective of the project was to create a new integrated tourist product designed for adventurous tourists - adventure trip.

The implementation of the project was finalized on 04.09.2020 and the following activities were implemented:

1. The project beneficiaries has purchased all equipment necessary for the project implementation (10 kayaks for 1 person, 10 kayaks for 2 persons, 5 canoes for 2 persons, 5 canoes for 4 persons and 5 boats for people with disabilities, 1 trailer, 1 motor vehicle 4x4 for carrying the equipment/trailer/boats and motor vehicle for the transport of tourists with minimum 7 seats).

2. The common study for identify the routs for health tourism along the Danube has been elaborated in RO and BG version. One new integrated tourism product designed for adventurous tourists has been created namely, adventure trips with kayaks and canoes for beginners, advanced, families and people with disabilities along the Danube.

3. 2 Operational Tourism Centers, fully equipped with water sport equipment, were established in Calarasi (RO) and in Vidin (BG).

4. The web portal and interactive tourism map were elaborated and are available at www.rowadventure.eu in BG, RO and EN languages. The mobile application is available on Magazine Play (Android), App Store with name “RowadventureDanube”.

A tourist product designed for adventurous tourists has been created - adventure trip by organizing 14 pilot actions in the cross-border region:

Danube2 Wheels (ROBG-277)

What’s the goal?

The main objective of the project is the creation of 3 new integrated tourist products for facilitating a better use of common tourist potentials, namely: a tourist product - adventure trips on the road; a tourist product - off-road adventure trips, for connecting, where the border allows routes from Romania and Bulgaria and a tourist product - leisure trips for families with children and people with disabilities, to facilitate a better use of the common tourist potential, generating 5,600 tourist overnights in the cross-border region.

  • 3 new integrated tourism products: one tourism product – adventure trips on road; one tourism product – adventure trips off road, for connecting, where the border permits the routes from Romania and Bulgaria and one tourism products – leisure trips for families with children and for persons with disabilities;
  • 2 strategies to improve the sustainable use of natural and cultural heritage: 1 common strategy to identify the cycle routes to ride and explore the natural and cultural heritage and 1 common strategy to promote the integrated tourism products, including raising awareness on natural and cultural heritage of the area;
  • 5600 tourist overnights in the region generated by the creation of the new integrated tourist products;
  • 2 bike information points, one on each side of the border, offering information, materials, guidance and bikes;
  • 12 pilot actions organized in the eligible area of the programme: 4 experimental on road expeditions (3 days each); 4 experimental off road expeditions (3 days each), 2 experimental trips for families with children (3 days each) and 2 experimental trips for persons with disabilities and their accompanying persons (3 days each).

What will be the results (what’s the contribution to the Programme)?

Programme outputs: 3 new integrated tourism products created will support a sustainable development of the region from economic, cultural and social point of view in order to facilitate better utilization of joint tourism potential , generating 5600 tourist overnights in the cross border region; 2 strategies to improve the sustainable use of natural and cultural heritage;

Programme results: 5600 tourist overnights in the cross border region.

Project status

The implementation of the project was finalized on 08.02.2020 and the following activities have been implemented:

1. 2 bike information points – one in Calarasi (Romania) and one in Belogradchik (Bulgaria) were created and equiped with tourist bikes, mountain bikes, bike trailers with baby strollers, bike trailers for children older than 4 years, bikes with stroller for people with disabilities. Both information points are operational and are used by people for bike thematic walks and for using the equipment.

2. 2 common strategies were developed: „Common strategy for identifying cycling routes to travel and explore the natural and cultural heritage” and „Common strategy for promotion of the integrated tourism products, including raising awareness on the area's natural and cultural heritage”. They both are available on the project website.

3. A project website was developed https://www.danubeon2wheels.eu/.

4. An interactive map was created. The interactive map reflects the tourist routes in an interactive and easier to understand /intuitive online option in order to be used by the tourists. The interactive map is available on the project’s website and also in printed version.

5. A mobile application with routes was developed – it is available on both Android and iOS (iPhone) and contains developed integrated tourist packages available on the project presentation web portal.

6. The creation of new integrated tourist products has generated 784 tourist overnights in the region during the implementation period (the project’s target value was 5600 overnights out of which 600 within the implementation period) the difference remaing to be reached during the sustainability period.

7. There were created 3 new integrated tourist products: experimental adventure trips on asphalt, experimental off road adventure trips and experimental leisure trips for families with children and for people with disabilities and their personal assistants, by organizing 12 pilot actions (3 days each) in the cross border region, as follows:

a) 4 experimental road expeditions:

CYCLE for FUN – Bugeac Tour was organized in the period 29th – 31st of May 2019

CYCLE for FUN – Road Tour Techirghiol was organized in the period 31st of May – 2nd of June 2019 

CYCLE for FUN – Vidin Road Tour was organized in the period 4th – 6th of September 2019

CYCLE for FUN – Belogradchik Road Tour was organized in the period 6th – 8th of September 2019  

b) 4 experimental off-road expeditions:

CYCLE for FUN – Island Tour Calarasi was organized in the period 8th – 10th of May 2019

CYCLE for FUN – Techirghiol MTB Tour was organized in the period 10th – 12th of May 2019

CYCLE for FUN – Forest Tour Belogradchik was organized in the period 22nd - 24th of May 2019

CYCLE for FUN – Dunonia Tour was organized in the period 24th – 26th of May 2019  

c) 2 experimental excursions for families with children:

CYCLE for FUN – Family Lake Tour was organized in the period 31st of May – 2nd of June 2019 

CYCLE for FUN – Belogradchik Family Tour was organized in the period 6th – 8th of September 2019

d) 2 experimental excursions for people with disabilities and their personal care attendants:

USES (ROBG–274)

Uniform standards, enhanced coordination – common security

What’s the goal?

The overall objective of the project is to ensure the protection and safety of the population in the Svishtov-Zimnicea cross border region by ensuring a rapid and adequate response to the emergency situations caused by fires and natural disasters.

What’s the budget?

989.404,57 euro, out of which 840.993,87 euro ERDF.

How is it going to happen?

1. The joint partnership will be created through several project technical meetings in order to clarify and elaborate the technical documentation and the recommendation for the:

- Guide for developing a common cross border approach regarding managing emergencies based on the processes and activities initiated under the USES project;

- Design and dеvеlоpmеnt of the Joint Аctiоn Plan covering disaster resilience, mitigation and awareness raising campaigns for the cross-border population on the hazards and risk. The following results are expected: hazard management and current rescue service for flood prevention measures, risk management system and cross border rescue services/system; joint disaster risk prevention and management as one of the main cross border priorities; enhance the shared management of common risks at a cross border level; about 40 pages;

- Prevention and alarm guide in Romanian and Bulgarian language printed in edition of 3000 units (1500 Bg and 1500 Ro), A4 booklet, interior 15 glossy paper;

- Guideline for a joint cross border approach for handling emergency situations and Action plan will be contracted by the LB using external service. The Prevention and alarm guide will be developed by B2. All 3 items will be published on the partners websites and transmitted to all relevant organizations from the region in order for the target group to have free access to the information.

- 65.000 people benefiting from actions of risk management;

Project status

The Project Implementation period have ended on 27.10.2020.

According to the reported information so far, all project activities were implemented according to the approved application and the following progress has been registered:

- 2 press conferences have been organized – one in Zimnicea on 11th of December 2018 and another one in Svishtov on the 19th of February 2019;

- All of the equipment for the improvement of the Crisis Center Ovcha Mogila on behalf of LB have been delivered;

- All of the training equipment for the Training Center in Crisis Center in Ovcha Mogila on behalf of LB, has been delivered;

- All of the vehicles and specific machineries have been delivered on behalf of LB:

1 vehicle/van (16+1 persons) and 1 vehicle (4+1 persons) for transporting of voluntaries and distress people, 1 Wagon trailer with a total weight of up to 3500 kg with notification system / siren orange colour equipped (Portable computer, Thermal Imaging Camera, Video Drone, Tent - 4 seats, Inflatable tent, Chain saw for wood, Motor circular for metal, Motorized chainsaw for chippers with a single-handed, Auxiliary ropes - 30 meters and 60 meters, Towing steel ropes, Pneumatic lifting pillows, Extendable ladder, Stairs - four shafts, Folding ladder, Drainage pumps, Air breathing apparatus + 2 bottles, Generator 12.5 kw, Compressor for compressed air, Mobile rechargeable lighting fixtures, Lighting mast - Bulk type, Dedicated firefighter tools for ripping and cutting, Radio stations, Binoculars, Megaphones, Fire extinguishers - P5, P6, Fire extinguishers - G5, G6, Water fire extinguisher 9 litters, First aid medical kit, Gas masks), 1 tractor, 1 snow rake, 1 Mulcher for tractor (with a telescopic shoulder for mowing grass, shrubs, branches, as well as for cleaning road banquets), 1 Water Carrier vehicle and 1 Auto aerial platform vehicle;

- All of the vehicles and specific machineries have been delivered on behalf of B2:

1 auto aerial platform vehicle, 1 bobcat/mini frontal loader, 1 vehicle/van (16+1 persons) for transporting of voluntaries and distress people, 1 tractor, 1 Excavator-backhoe, 1 vehicle (4+1 persons), 1 Tractor tow, 1 Snow blade and 1 Salt spreader;

- Most of the foreseen equipment on behalf of B2-T.A.U. Zimnicea City have been delivered, namely, Metal dressing rooms, Protective suits for firefighters, Protective boots for firefighters, Helmets with visor, Belts for firefighters, Flashlights for firefighters, Protective gloves for firefighters, Reflective vests, Video and acoustic detector and Life jackets;

GreenProTour (ROBG – 291)

Green Tourism Products

What’s the goal?

The main objective of the project is to develop 2 integrated tourism products based on green and healthy activities. The new integrated tourism products will be focusing on hiking trips and marathons. Through the project, tracks for hiking and marathons will be created and promoted through pilot actions and all the technical and safety equipment will be purchased.

How is it going to happen?

  • Creation of 2 new integrated tourism products: trails for hiking along the Danube and Danube marathons;
  • Development of 2 strategies to improve the sustainable use of natural and cultural heritage: 1 common strategy to identify the trails/circuits for green and healthy tourism along the Danube and 1 common strategy to promote the integrated tourism products.
  • Development of promotional materials (flyers, brochures, maps of cycling routes and paths etc.);
  • Developing a web portal to promote the integrated tourism products including SEO (search engine optimization) and of a mobile application with trails;
  • Purchase of specific equipment
  • Organization of 10 pilot actions in the eligible area of the Programme during the project implementation: 6 Experimental hiking expeditions (3 days each) and 4 Experimental marathons.

What will be the results (what’s the contribution to the Programme)?

Programme outputs: 2 integrated tourism products/services created, 2 common strategies, policy or management plan for valorizing (including raising awareness) the cultural and natural heritage through its restoration and promotion for sustainable economic uses;

Programme results: 5,140 tourist overnights in the CBC region.

Project status

The project is finalized. The Final Implementation Report has been processed by JS and submitted to the MA on 05.03.2021.

Results:

- The common study for identify the routs for health tourism along the Danube has been elaborated both in RO and BG version.Two types of tourism package were identified: trails for hiking along the Danube and Danube marathons, also available at the project website:www.greentourpro.eu.

- The Common strategy to identify trails/ circuits for green tourism along the Danube was elaborated and uploaded on the project website:

- 10 pilot actions were organized in the eligible area:

2. Hike for FUN – Danube Trail Adventure, organized in Calarasi during the period 27-30.06.2019

3. Hike for FUN Danube Boilers Trail, organized in Orsova during the period 06-09.08.2019

4. Hike for FUN Belogradchik Trail Adventure, organized in Belogradchik during the period 09-12.09.2019

5. Hike for FUN – Belogradchik Fall Adventure, organized in Belogradchik during the period 01-04.11.2019

6. Hike for FUN Balkan Adventure Tour organized in Belogradchik during the period 01-04.11.2019.

4 Experimental marathons:

1. Run for FUN Calarasi 2019, organized in Calarasi, on 13.04.2019

2. Run for FUN Mamaia 2019, organized in Constanta, on 14.04.2019

3. Run for FUN – Belogradchik Trail Marathon, organized in Belogradchik, on 16.11.2019

4. Run for FUN – Belogradchik City Marathon, organized in Belogradchik, on 17.11.2019.

- 2 integrated tourism products were created during the project implementation:

1. Hiking trails in Romania/Bulgaria;

2. Marathon trails in Romania/Bulgaria.

- Two touristic centres, located Belogradchik, Vidin district, 31, P. Yavorov street, in the building “Sport hall Belogradchik” and in town of Calarasi, 50B, Republicii Boulevard, have been established by the LB and B3. The equipment for trails purchased within the project are located in the both touristic centres (a part of the equipment purchased by the LB is stored in Cuza Voda Commune, Ceacu village, Calarasi County).
