Better connected secondary and tertiary nodes to TEN-T core and comprehensive network through joint CBC measures

What’s the goal?

The project will improve road traffic from the centre of Bulgaria to Romania though modernization of 6.614 km of road infrastructure connecting secondary and tertiary nodes to core and comprehensive TEN-T infrastucture.

What’s the budget?

Total project budget sum up 4,769,687.25 euro, out of which 4,054,234.14 euro ERDF.

Broken down by partners, the budget is as follow:

1) Veliko Tarnovo Municipality – 3,960,847.77 euro, out of which 3,366,720.60 euro ERDF;

2) Territorial Administrative Unit Calafat Town – 691,575.81 euro, out of which 587,839.43 euro ERDF;

3) Future Today Association – 117,263.67 euro, out of which 99,674.11 euro ERDF.

The financial targets assumed by the beneficiaries to be reached at the half implementation period are: 94,146 euro for LB, 32,706 euro for B2 and 3,828 euro for B3.

How is it going to happen?  

  • Modernization of 6.614 km of local and regional roads of cross-border importance, which directly connect secondary and tertiary nodes on both sides of Danube to core Ten-T infrastructure;
  • Coordination of mechanisms for overcoming new joint challenges emerging from the functioning of core Ten-T infrastructure on the Pan European corridors 4, 8 and 9;
  • Organization of raising awareness activities for safety of citizens in points, where the heavy burden of road traffic meats local population with the support of NGO.

What will be the results (what’s the contribution to the Programme)?

Programme outputs: 

- 6.614 km of reconstructed or upgraded roads;

- 3 joint mechanisms to facilitate the connection of secondary/tertiary nodes to TEN-T infrastructure (e.g. route guidance, incidents/emergencies detection and management, studies on traffic flows, feasibility studies addressing the cross-border region).

Project status

The project is currently in the 17th month of implementation, out of 36 months, and the situation of the implementation is as follow:

LB and B2 have assigned internal experts in the joint project management team (JPMT).

Veliko Tarnovo Municipality signed the contracts for the assigned the project manager (external expertise) of the project and the assigned Public procurement expert (external expertise)

B2 concluded the contract for project coordinator (external expertise). The Calafat Municipality has worked at the elaboration of the specifications and documents necessary to launch the simplified procurement procedure, in order to rehabilitation of Jiu Street in Calafat, Dolj County, Romania. The procurement procedure was launched on 14th of December 2020, 4 companies were registered in SICAP public procurement platform, but no offer was sent. After a second procurement procedure, a winner was declared and B2 is waiting for the Tehnical Project of the investment to be validated and to start the construction works. Also, the execution of construction works in Veliko Tarnovo is not started yet.

According to the information available in the eMS, the progress of the project towards its financial objectives is as detailed below:

LB, Veliko Tarnovo Municipality, has a total amount declared to FLC of 31,291.55 euro, out of which FLC certified 31,291.55 euro, representing 0.79% from the partner budget, 3,960,847.77 euro;

B2, Teritorial Administrativ Unit Calafat, has a total amount declared to FLC of 8,398.82 euro, out of which FLC certified 6,703.40 euro, representing 0.97% from the partner budget, 691,575.81 euro;

B3, Future Today Association, doesn’t have amounts declared to FLC.

Considering the amounts certified by FLC, 37,994.95 euro, the financial progress is 0.80% from the total budget, 4,769,687.25 euro.
