“Streamlining the joint response actions to emergency situations”

What’s the goal?

The overall objective of the project is to improve joint risk management in the Programme area by increasing the joint response in case of emergency situations (flood management, forest fire protection etc.)

What’s the budget?

1,008,946.32 euro, out of which 857,604.36euro ERDF

Target at the half of the implementation period: 10,000 euro for LB, 97,675 euro for B2

Beneficiary 2 (B2): Directorate General Fire Safety and Civil Protection –Ministry of Interior (Bulgaria)

How is it going to happen?                      

  • Procurement of specialized equipment;
  • Development of the training center for conduction of trainings for height and diving rescue activities;
  • Elaboration of the common training curricula and the joint partnerships;
  • Providing common trainings and joint exercises;
  • Reviewing of the Joint Intervention Plan;
  • Elaboration of 3 contingency plans;

What will be the results (what’s the contribution to the Programme)?

Programme outputs: 4 779 754 people benefiting from actions of risk management, 4 591 666 people benefiting from flood protection measures, 4 779 754 people benefiting from forest fire protection measures, 6 joint partnerships in the field of joint early warning and emergency response

Programme results: increased quality of joint risk management in the CBC area

Project status

The project implementation is still ongoing and the following main achievements have been reported:

- A project start-up meeting during 06.08.2018 - 07.08.2018 was held the in Craiova, Romania. The event, also included a press-conference;

- The 1st Project Steering Committee meeting was held on 25-26.03.2019 in Craiova and the 2nd one was held on 03-03.10.2019 in Constanta;

- 2 workshops for the elaboration of the Common Training Curricula were held: one between 05-09.11.2018 in Craiova and the second, between 04 - 08.02.2019 in Svishtov. As a result, The Common Training Curricula and the Joint Partnership on Common Training Programme have been developed, contributing to the output indicator 5b.2 - Number of joint partnerships in the field of joint early warning and emergency response with 2 out of 4 partnerships foreseen in the approved AF;

- 2 workshops for the elaboration of the Joint Partnership on Common Training Programme were held, one between 18 - 22.02.2019 in Craiova and the second between 15 - 19.04.2019 in Veliko Tarnovo. As a result, the final version of the Joint Partnership on Common Training Programme has been drafted, but IGSU and DG FSCP officials do not yet approve it;

- the Joint Intervention Plan has been reviewed and the LB organized the 1st Workshop for the elaboration of the Contingency Plans in Romania, Constanta on 07 - 11.10.2019. B2 organized the 2nd Workshop on 19-23.10.2020 in Balchik, where the elaboration of the final version of the three contingency plans has been discussed;

- The Vehicle for transportation of gear has been delivered on behalf of B2;

- The Renovation of Training centre at Balchik on behalf of B2, including the deliveries of furniture and installation of training tower, have been finalized;
