How is it going to happen?                       

  • Organizing 5 conferences in Dolj, Kozloduy and Vratsa;
  • Publicity materials (roll-up, banners, billboards, leaflets, sets of personalized folders + pens + notepads for project events, press articles);
  • Analysing the current situation of healthcare services in Dolj and Vratsa;
  • Improving patients access to health services in cardiovascular surgery, by endowing Beneficiary 3 - Clinical Emergency County Hospital Craiova with a complete Operation Room;
  • Increasing the quality of access to free public healthcare offered in Vratsa district by Multi-profile hospital for active medical treatment “Ivan Rilski”-Kozloduy;
  • Construction and renovation work on the “Ivan Rilski” hospital’s wards; reconstructing of walls, ceilings, floors, electrical and pipe installations and installation of an elevator;
  • Study case on cardiovascular surgery services at cross-border level in Dolj and Vratsa;
  • Setting up professionals’ networks by exchanging skills and expertise in professional teams;
  • Creating awareness upon cross-border medical assistance in Dolj & Vratsa.

What will be the results (what’s the contribution to the Programme)?

Programme outputs:

- 8 supported cross border mechanisms to enhance cooperation capacity: 1 technical working group; 1 study on health systems & 1 study case; 1 seminar with public health players & 1 cooperation framework endorsed by participants; 1 cooperation agreement by Beneficiary 2 - Municipality of Kozloduy & Beneficiary 3 - Clinical Emergency County Hospital Craiova; 1 professionals network in 5 medical specialties and 1 internet portal for information and awareness of patients & professionals.

Programme results: increased level of co-ordination of the public institutions in the eligible area

Project status

All activities of the project have been implemented, the project was finalized on 20.11.2019.

In terms of physical progress, the following reluslts were achieved:

-Two launching conferences were held – one organized by Lead Beneficiary in Craiova and one was organized by Beneficiary 2 in Vratsa;

-The project website has been elaborated and is available at: www.scjuc.eu in Ro, Bg, and En languages;

- 1 team joint working group composed by experts from Clinical Emergency County Hospital Craiova and Multi-profile Hospital for Active Treatment “ST. Ivan Rilski”, Kozloduy has been established. Meetings were held in order to realize the structure and the contents of the study of health systems in Dolj and Vratsa and for study case;

- The study “ Analyzing the current situation of healthcare services in Dolj and Vratsa”in RO and BG  languages was elaborated;

-B2 purchased all the envisaged medical equipment necessary for Multi-profile Hospital for Active Medical Treatment “Ivan Rilski” – Kozloduy. Also, the rehabilitated works at the Multi-profile Hospital for Active Treatment “ St. Ivan Rilski” – Kozloduy, was completed;

- 1 professional network in 5 medical specialities was established ( Cardilology team; Obstretics and Gynecology team; Neurology team; General surgery team; Intensive care team) and were made 5 study visits to the Clinlical Emergency County Hospital Craiova.

- LB purchased all the envisaged medical equipment necessary to endow one of the operational room of the Cardilology and Cardiovascular Surgery Clinic from the Clinical emergency Councty Hospital Craiova. All the medical equipment was delivered and installed, the LB and B3 are taking measures for hiring specialized medical staff, process that was completed in 2020. Currently the operational room is fully functional.

Joint services and initiatives for sustainable employment and labor mobility in the cross-border area of Dobrich district and Constanta County

What’s the goal?

To foster labor market integrity of the cross border area of Dobrich-Constanta, creating sustainable conditions for labour mobility, employability and entrepreneurship.

What’s the budget?

711,301.33 euro, out of which 604,606.13 ERDF

Target at the half of the implementation period: 96,349 euro for Lead Beneficiary and 79,476 euro for Beneficiary 2, 39,330 euro for Beneficiary 3 and 74,260 euro for Beneficiary 4.

How is it going to happen?

  • Conducting study on the actual state of the labor market in the target cross-border area. Developing a roadmap for sustainable employment and workforce mobility;
  • Development of a cross border network „Ro-Bg jobs”;
  • Conducting 3 day workshop „Labour mobility in the cross border area of Dobrich-Constanta“;
  • Conducting workshop “Roadmap for sustainable employment and workforce mobility in the cross border area Dobrich-Constanta”;
  • Developing and providing 3 join special training programs on Entrepreneurship for eco and rural tourism, cultural tourism and sport and adventure tourism;
  • Four Awareness actions for entrepreneurship opportunities;
  • Conducting 3 joint trainings in innovative entrepreneurship;
  • Fostering employment and labor mobility in the cross border area through innovative e- learning platform “Ready for my (new) job”;
  • Elaborating Language courses “Romanian for Bulgarians” and “Bulgarian for Romanians”
  • Elaborating content of Soft skills section of e-learning platform;
  • Elaborating content of “Info and advice section”;
  • Long-term employment opportunities: Creating a Cross-border Lifelong learning center;
  • Promoting and pilot testing of the e- learning platform and Lifelong learning center;
  • Initiative for youth employment: Conducting of soft skills training and career consulting;
  • Conducting 2 language courses;
  • Conducting of 2 job fairs in Dobrich and Constanta;
  • Elaboration of information and publicity materials;

What will be the results (what’s the contribution to the Programme)?

Programme outputs:

- 8 initiatives that activate workforce mobility in the cross border area;

- 740 participants in joint local employment initiatives and joint training;

- 220 participants in joint educational and training schemes to support youth employment, educational opportunities, and higher and vocational educational across borders

Programme results: population that have access to joint employment initiatives–30 000 persons.

Career Paths to Youth Labor Mobility

What’s the goal?

To encourage horizontal integration and CBC cooperation between universities, institutions, and businesses to offer joint employment initiatives and a Joint educational scheme (JES) for youth employment and to contribute to the integration of the CB labor market via the promotion of these initiatives in the whole area.

- 8 initiatives that activate workforce mobility in the cross border area;

- 874 participants in joint local employment initiatives and joint training;

- 2236 participants in joint educational and training schemes to support youth employment, educational opportunities and higher and vocational education across borders

Programme results: population that have access to joint employment initiatives - 5910 people to access joint employment initiatives.

Project status

The project is finalized.

The project partners achieved the following results:

  • 5 meetings of a Collaborative Working Group and an Agreement signed between the project beneficiaries
  • 1 Joint database of comprehensive information to activate labour mobility - / Employment and Mobility Guide ‘Cool to be mobile’;
  • The beneficiaries developed a joint educational scheme which offeres cross-border labour mobility enabling measures: joint internships, specialized language trainings with linguistic practices, joint entrepreneurship and leadership trainings
  • Delivering Information on joint employment initiatives –3 Job fairs were organized during the implementation period in Calarasi and Ruse;
  • 2 press conferences were organized in Ruse and Calarasi;
  • One mobile phone application “Capability access” developed and it is available in android.

Joint solutions for emergency situations (ROBG-122)

Joint initiatives and solutions in addressing emergency situations in the cross border area

What’s the goal?

To improve joint risk management in the cross-border area by purchasing specific vehicles, machinery and equipment and raising awareness regarding emergency situations.

What’s the budget?

1,174,231.91 euro, out of which 998,097.12 euro ERDF

How is it going to happen?                      

  • Building an early warning system and purchasing of specific intervention machineries and equipment
  • Joint actions to raise awareness to the target groups regarding prevention and management risk in the cross-border area
  • Organizing seminars and awareness raising campaigns
  • Creating and publication of a joint study on joint risk management
  • Organizing press conferences, creating and distributing information and publicity materials
  • 1 joint simulated exercise in case of emergency
  • 1 common intervention group
  • 1 common group of emergency situation management

What will be the results (what’s the contribution to the Programme)?

Programme outputs: at least 5000 people benefiting from flood protection measures; at least 5000 people benefiting from forest fire protection measures; 117,353 people benefiting from actions of risk management; 1 long-term joint partnership in the field of joint early warning and emergency response in the cross-border area.

Programme results: raising the quality of the joint risk management in the CBC area

Project status

The project implementation ended on 01.02.2020 but the final report is still not submitted to JS.

Municipality of Drobeta Turnu Severin has signed the main contracts, information and publicity materials have been realised, the first conference of the project was held, office equipment have been procured, the project design has been realised, permits and construction authorisation have been achieved, 3 seminars on emergency situations raising awareness and 24 campaigns in schools were realised.

LB purchased all equipment foreseen in the project (the most important equipment purchased: 2 utility vans, 2 trucks and a Snow blade backhoe).The acquisition for electronic sirens, alarm plant and works for installation was finalized and the contract was signed. The sirens were delivered and installed.

B2 signed the contract for supply of equipment. All items included in the contract were delivered (Machine for crushing of wood type trailer with its own engine and hydraulic rotor drive, attachments for crushing branches, tractor, sledge-car, off-fire with a small volume).
