Risk management and flood protection in cross-border regions Calarasi and Polski Trambesh

How is it going to happen?                      

  • improved conductivity of the riverbed of river Eliyska
  • implementation of a Flood Forecasting and Early Warning System in Polski Trambesh Municipality
  • improved endowment of IES Călăraşi by purchasing 3 new intervention vehicles
  • implementation of an Emergency situations management information system in Călăraşi County
  • joint action plan in the field of emergency situations signed

What will be the results (what’s the contribution to the Programme)?

Programme outputs: 300 000 people benefiting from actions of risk management, 150 00 people benefiting from flood protection measures, 1 joint partnership in the field of joint early warning and emergency response

 Programme results: improved quality of joint risk management

The Project implementation is ongoing and the reported achievements so far, are as it follows:

- initial joint meeting with stakeholders in Polski Trambesh on 23.03.2018 and an information meeting with 39 participants was organized by the LB on 27.02.2019;

- the initial Public Procurement Procedure for the delivery and installation of the monitoring and early warning system, establishing the system of measuring stations with sensors for monitoring water levels and weather conditions, building a GIS based information system with the characteristics of SDS (Support Decision System), creating a spatial three-dimensional digital model of coastal floodplains and implementation of hydraulic 2D simulation, has been terminated on 07.05.2020 after a decision of the CPC from 12.03.2020 CPC for cancellation of the decision for tender procedure initiation. After the decision entered into force, the procedure was re-launched on 05.06.2020. Five offers have been received. A decision for contractor selection have been issued on 17.09.2020. On 28.09.2020 another appeal has been submitted to CPC. At the current moment, it is expecting the decision of CPC.;

- the rehabilitation works to improve the conductivity of the riverbed of river Eliyska, on behalf of LB, were successfully completed on time (19.03.2019) and handed over to the Contracting Authority on 25.03.2019 (ACT 15). Following the acceptance of the works by the State Acceptance Commission on 31.05.2019, Permit for usage no. CT-05-694/13.06.2019 have been issued;

- the Vehicle for unexploded bombs transport and the Emergency vehicle fitted with 60-tonne crane and rescue equipment, on behalf of B2 - Territorial Administrative Unit – Călăraşi County, have been received on 28.02.2019 and on 07.10.2019;

- the Intervention Vehicle fitted with a water pumping system, on behalf of B2 - Territorial Administrative Unit – Călăraşi County, have been received on 01.10.2020 and on 20.10.2020;

- the integrated information system on the management of emergencies in Calarasi County have been elaborated and the related hardware (servers, workstations, routers, etc.) and software equipment (GIS, database, emergency simulation, OS licenses) have been delivered in May 2019. The system have been installed, tested and received according to Reception Minutes no. 19530/20.11.2019, it has been used by ESI Calarasi to its full capacity;
