Partnerships for Overcoming the Disasters for a safe region

What’s the goal?

The project overall objective is to increase the reactive and preventive capacity in case of forest fire or floods in the Giurgiu - Ruse cross - border cooperation area, as well as to improve the cooperation and communication between the governmental and non - governmental organizations in Romania and Bulgaria in the field of emergency situations.

What’s the budget?

994,135.10 euro, out of 845,014.81 euro ERDF

The deadline for the half implementation period of the project is 30th of November 2021.

LB: the target at the half implementation period assumed in subsidy contract is 14,000 euro;

B2: the target at the half implementation period assumed in subsidy contract is 20,000 euro;

B3: the target at the half implementation period assumed in subsidy contract is 20,000 euro;

B4: the target at the half implementation period assumed in subsidy contract is 2,000 euro;

B5: the target at the half implementation period assumed in subsidy contract is 285 euro;

How is it going to happen?

  • Training of Trainers on awareness raising and floods preparedness among the general population
  • Organizing one seminar for prevention of the personnel involved in the management of forest fires and floods in the Giurgiu - Ruse area
  • Development of "Info Days" for forest fires and floods in the Giurgiu – Ruse area
  • Flood preparedness of population Ruse and Giurgiu area
  • Organization of Round tables and conferences
  • Providing operational centres with modern communication and intervention equipment for floods and forest fires                                                            

What will be the results (what’s the contribution to the Programme)?

Programme outputs:

- 4 of joint partnerships in the field of joint early warning and emergency response

- 276.000 - Population benefiting from flood protection measures

- 500.000 - Population benefiting from forest fire protection measures

– 500.000 - Population benefiting from actions of risk management

  Programme results: The quality of the joint risk management in the CBC area

Project status (reflected in progress reports)

The following progress has been achieved so far:

The following items were purchased and delivered: Portable computers; Laser printer; Flash memory storage devices; Document creation software package; Anti-virus software package; Tablet computers; Mobile phones.

B2 has started the planned market research, with the aim to identify possible suppliers and price levels for the equipment and materials needed for the project implementation. The programme for the three-day training of volunteers from the Bulgarian Red Cross - Ruse and the Red Cross – Giurgiu is under preparation.

B3 has signed a contract for the financial management and public acquisition services and prepared the Term of Reference for three public acquisitions:

B4 and B5 prepared the terms of references for public procurement procedures.

The programme for the three-day Training of Trainers - volunteers from the Bulgarian Red Cross - Ruse and the Romanian Red Cross - Giurgiu was developed. The group of participants, volunteers of the Bulgarian Red Cross - Ruse was selected in accordance with their abilities and skills.

LB organized the press conference at the launch of the project, with 31 participants, online, on 28.07.2020. After this, the LB issued press releases for the start of the project on two local online publications, namely: “Giurgiu News” (acces link: https://www.stirigiurgiu.ro/judetul-giurgiu-beneficiar-lider-cadrul-unui-proiect-european/ ) and “Giurgiu Net” (http://giurgiu-net.ro/archives/72906).

A contract was concluded for services for the elaboration, delivery and installation of the temporary panel for the visual identity of the project.

University of Ruse held a press conference for the launching of the project on 30.09.2020. Its main purpose was to present the project objectives and expected outcomes in front of the public audience and to attract public attention and support for the implementation of project activities.

The main communication tool for the achievement of these goals was the university website where an announcement for the press conference was published before the event. The same announcement was published on social media – on the Facebook page.
