Efficient management in emergency situations in the cross-border region Calarasi-Veliko Tarnovo

To improve joint risk management in the cross- border region Calarasi - Veliko Tarnovo by increasing the protection of environment and population against natural and man-made hazards.

How?

  • repair and rehabilitation works to improve the conductivity of the riverbeds;
  • purchasing of specialized intervention equipment;
  • trainings;
  • awareness raising campaigns;
  • joint exercises;
  • joint partnerships;
  • information and promotional activities.

What will be the results (what’s the contribution to the Programme)?

Programme outputs: 325.000 people benefiting from actions of risk management, 325.000 people benefiting from flood protection measures, 9 joint partnerships in the field of joint early warning and emergency response;

Programme results: increased quality of the joint risk management in the CBC area for 300.000 citizens;

Project status

The project is under implementation with the following results achieved so far:

- The project beneficiaries purchased all the equipment necessary for the project implementation team;

- 16 sessions (8 in Pavlikeni and 8 in Calarasi) were organized. During the sessions, the following topics were discussed:

-> presentations regarding the National Crisis Management System in Romania

-> National Crisis Management System in Bulgaria

-> missions of the Romanian Gendarmerie in the field of civil emergenciesin order to ensure the proper implementation of the project, etc.;

- The procurement procedure for delivery of vehicle equipped with specialized equipment for maintenance of the riverbeds was finalized by the B2 and the equipment was delivered on 03.04.2020;

- B2 has concluded two contracts on 12.05.2020: for Lot 1 contract no. OP-19 for cleaning of Lomya River watercourses and for Lot 2 contract no. OP-20 for cleaning of Mihalska River watercourses.All necessary permits from Basin Directorate Veliko Tarnovo have been issued and Protocols № 2 for opening a construction site for both river Lomya and river Mihalska were signed: on 18.09.2020 for Mihalska river and on 24.09.2020 for Lomya river. The implementation of the investment activities is completed.

- B3 has purchased the following specialized equipment necessary for emergencies: (4x4 off-road pickup truck, 5-passenger, 4-door (1pc), intervention and rescue boat (2pcs), boat trailer (2pcs), IT Workstation;

- 1 joint partnership agreement “Exchange experience and good practices in the implementation of state policy of disasters and accidents and exchange the best experience in prevention through raising the awareness of the population” out of a total of 9 partnerships was signed on 02.03.2023 between Pavlikeni Municipality, Veliko Tarnovo District Administrationand Territorial Administrative Unit – Calarasi County.
