Investments for a safe region Giurgiu County and Ruse District

 

What’s the goal?

To improve the joint risk management in the cross-border area by providing superior technical conditions that will have a major positive impact on the response speed of the emergency activities and missions in Giurgiu-Ruse region.

What’s the budget?

5,059,800.83 euro, out of which 4,300,830.70 euro ERDF

The half implementation deadline for this project was 30th of September 2018.

-LB’s target was 54,908.00 euro and the beneficiary declared to FLC the amount of 71,613.88 euro until the decommitment deadline, representing 130.43% from the targeted amount;

-B2’s target was 48,515.00 euro and the beneficiary declared to FLC the amount of 48,136.20 euro until the decommitment deadline, representing 99.22% from the targeted amount.

Decommitment risk was avoided as described above.

According to the information from the e-MS, the financial progress for each partner until the present moment is as follows:

LB: declared amounts: 106,845.38 euro that represents 3.30 % from the total partner budget (3,240.930.31 euro).

B2: declared amounts: 48,136.20 euro that represents 2.65 % from the total partner budget (1,818.870.52 euro).

The financial progress of the project at this moment is 3.06 % (the total amount declared 154,981.58 euro) from the total budget of the project (5,059,800.84 euro).

How is it going to happen? 

  • Construction works and endowments : Technical Material Base for Increasing The Response Speed in Emergency situations – Giurgiu; First Regional Office Fire Safety and Civil Protection – Ruse;

  • Procurement of specific equipment.                   

What will be the results (what’s the contribution to the Programme)?

Programme outputs: 1 joint partnership in the field of joint early warning and emergency response; 515,000 people benefiting from actions of risk management, flood protection measures and forest fire protection measures.

Programme results: increasing the efficiency of emergency situations interventions, performed in a shorter time, with less or no blockages, lower costs of operations and more secure equipment to be used in the rescuing missions.

Project status

The project is currently under implementation, with the following results reported so far:

   LB is facing problems with the elaboration of the technical project and no real progress has been registered in implementation of the project activities for which LB is responsible.

   LB developed the public procurement (simplified procedure) for the awarding of technical design services and works execution contract for the objective "Technical-material basis for increasing the speed of response in emergency situations”.

     The handover of the technical project documentation by the contractor to the LB is expected to be finalized until the end of this year.

     Regarding the execution of works, this activity has not started yet, LB expected works to begin soon after the obtaining of the building permit. Being aware that there is a certain risk to not finalize the construction works within the period of project implementation – 29.03.2022 , LB intends to submit a request for modification of the subsidy contract – prolongation of the project implementation period.

Addendum no.3 to the Subsidy Contract no. 42943/22.03.2017 and Co-financing contract no. 42944/22.03.2017 was signed on 25.06.2020 in order to reallocate funds between partners.

Currently, LB updated the feasibility study and will re-launch the procurement procedure for the technical project as well as the works execution.

B2 has signed the contract for drawing up the technical design and the contract no. 1983-63-04.07.2018, for the execution of the works for construction of the First Regional Office Fire Safety and Civil Protection – Ruse and the works. B2 is currently implementing the construction works on the site. Currently the Engineering company is preparing the documents needed to deliver the finalized construction works.
