“Increasing the efficiency of municipal health care in the border region Berkovitsa – Bailesti”

What’s the goal?

To enhance the capacity for common cross-border cooperation in the field of health services in Berkovitsa and Bailesti Municipalities through creation of opportunities for the people in the distant villages to have adequate health care and supply of modern and innovative equipment for the municipal hospitals.

What’s the budget?

1,450,529.96 euro out of which 1,232,950.46 euro ERDF

Target at the half of the implementation period: 25,000 euro for LB and 15,000 euro for B2

Where is it happening?

How is it going to happen?  

-         Improvement of the efficiency through modernization of equipment of the municipal hospitals in Berkovitsa and Bailesti;

-       Strengthen local cross border networks and increase the capacity of the health institutions:

  • 1 Adopting the common policy in the field of health care;
  • 1 Elaboration of Common Study on morbidity in CBC area;
  • 2 Joint conferences for presentation of the study and discussion round tables;
  • 1 Developing an information exchange tool;
  • 1 Developing the health services network of stakeholders in the cross border area;
  • 2 Organizing experience exchange visits;
  • 2 Organizing Joint training seminars.

What will be the results (what’s the contribution to the Programme)?

Programme outputs: 10 supported cross border mechanisms (agreements, networks, regulations, studies, policies, strategies, information exchange tools) to enhance cooperation capacity

Programme results: increased level of coordination of the public institutions in the eligible area

Project status (reflected in progress reports)

The project is in the 33rd month of implementation out of 36 months (as extended with 12 months by addendum no.1/19.04.2021) and taking account of the information provided in the current project report (17.05.2021-16.11.2021), the following activities were carried out:

Lead Beneficiary – Municipality Berkovitsa:

Regarding the activity T3 - Improvement of the efficiency through modernization of the equipment of the Municipal Hospital in Berkovitsa:

With the Decision from the 14th of April 2021, the Mayor of Berkovitsa has nominated the selected contractors under the tender procedure. After the withdrawal of the submitted appeals to the CPC and the preparation of the contract documents, the contracts were signed at the beginning of June 2021.

As result in this reporting period the LP has signed the following contracts under the tender procedure with the subject “Supply of medical equipment for Berkovitsa municipality under the project: „Increasing the efficiency of municipal health care in the border region Berkovitsa – Bailesti (HEALTHEFF), financed under Interreg V-A Programme Romania-Bulgaria 2014 - 2020”:

  • Supply Lot 1: Supply of mobile cardiology centre, contract № ОП-3-079/ 09.06.2021;
  • Supply Lot 2: Supply of digital X-ray system; contract №ОП-3-083/ 09.06.2021;
  • Supply Lot 3: Supply of patient monitors; contract № ОП-3-078/ 09.06.2021;
  • SupplyLot 4: Supply of ultrasound system for general and abdomen examination; contract № ОП-3-080/ 09.06.2021;
  • Supply Lot 5: Supply of neonate transport incubator; contract № ОП-3-081/ 09.06.2021;
  • Supply Lot 6: Supply of autoclave; contract № ОП-3-098/16.07.2021;
  • Supply Lot 7: Supply of ultrasound nebulizer; contract № ОП-3-142/16.11.2021;
  • Supply Lot 8: Supply of transport respirator; contract № ОП-3-082/ 09.06.2021.

The contractors have started their work and the first supplies (Lots:1,3,4, 5,6 and 8) were realized, accepted by the Contracting Authority, the training to use the equipment was made in this reporting period and the payments were made.

The final payments were made as follows:

Lot 1: on 09.11.2021 to Medsys Ltd.

Lot 3: on 28.09.2021 to Antisel Bulgaria Ltd.

Lot 4: on 28.09.2021 to Medsys Ltd.

Lot 5: on 28.09.2021 to Medsys Ltd.

Lot 6: on 28.09.2021 to Medsys Ltd.

Lot 8: on 28.09.2021 to Medsys Ltd.

Beneficiary 2 – TAU Bailesti:

Regarding the WP T4 - Improvement of the efficiency through modernization of the equipment of the municipal hospital in Bailesti, B2 signed two contracts for the radiology equipment, namely:

The contract for the acquisition of the fixed digital radiology equipment no. 15249 was signed on the 13th of July 2021, for the amount of 1,134,643.59 lei;

The contract for the purchase of mobile digital radiology equipment no. 15250 was signed on the 13th of July 2021, for the amount of 595,335.58 lei.

Regarding the WP T5 - Strengthen local cross-border networks and increase the capacity of the health institutions, the activities on this work package have also been under implementation.

The contract no. ОП-3-164/28.09.2020, Elaboration of Common Study on morbidity in CBC area and Handbook for healthy life under the project: „Increasing the efficiency of municipal health care in the border region Berkovitsa – Bailesti (HEALTHEFF), project code 16.5.2.019/ROBG 259, financed under INTERREG V-A Romania-Bulgaria Programme 201304 – 2020”, has been finalized.

The common public events under the work package “Strengthen local cross border networks and increase the capacity of the health institutions” have not started due to the COVID-19 restrictions in both countries. The contract no. ОП-3-103/ 17.08.2021 with the contractor, Foundation "East-West Economic Development Agency with was signed and the implementation of the activities is expected to be started in the next reporting period.

Both project partners have signed a cooperation agreement on 18.02.2022 for adopting the common policy in the field of health care.

In the next months of the project implementation, were remained to organize in Berkovitsa and Bailesti, the Joint Conference, Joint training seminars and Experience exchange visits.
