Tales of Culture, History and Nature

How is it going to happen?

  • Preserving, promoting and developing the historical, natural and cultural heritage;
  • Preparing and development of a joint strategy and management plan for tourist attraction;
  • Supporting the joint marketing and promotion of the cross border tourist product “Tales";
  • Development of a cross-border tourism network.

What will be the results (what’s the contribution to the Programme)?

Programme outputs:

- 1000 more visits to supported sites of cultural and natural heritage and attraction;

- 1 integrated tourism product/service created;

- 1 common strategy, policy or management plan for valorizing (including raising awareness) the cultural and natural heritage through its restoration and promotion for sustainable economic uses;

Programme results: 1000 tourist overnights in the CBC region.

Project status

The project implementation was finalized.

Within the frame of Activity T1 “Development of a cross border tourist product based on local traditions, history, natural and cultural heritage”, the Tourist strategy development was finalised.

The developed app is a common way of promotion, so people transiting the cross-border region are aware of upcoming events. The app has also been promoted at the main festivals organised within the project and to tour operators. It can be accessed at the following link: http://turism.primariavidele.ro dar and on Google Play (name: VideleTour).

The main investment objectives within the project are represented by Reconstruction of town park in Videle and two project sites in Bulgaria, namely Lyaskovets Town Park – “Eco-zone for recreation, arts and sports in the town of Lyaskovets” and “Reconstruction of the open space and green park around the Community centre in the village of Kozarevets into a zone for creative attractions”. Thus, the two investment sites in Lyaskovets were finalized in December 2020 and the Reconstruction in the Town Park Videle in August 2022.

Following the complete finalization of the sites from both sides of the border, , B2 organized 5 festivals: the festival "The Magic of Bulgarian Traditions", the Culinary Fest in Lyaskovets, the Culinary Fest in Kozarevets, "Festival of the chicken soup in the village of Kozarevets" and the festival entitled "Historical Event".

Тhe LB managed to organize 6 festivals: Food Sculpting Festival, Folklore Fest, Balkan Barbecue Festival, Festival " Zarezan", the festival under the title "Marin Preda" and a school children's camp.

As a result of the main events organized within the project, a total of 1789 tourist overnight stays were registered in the cross-border region of Videle - Lyaskovets and 1 common integrated tourism product was created, represented by the three renovated parks.

STREAM (ROBG-351)

“Streamlining the joint response actions to emergency situations”

What’s the goal?

The overall objective of the project is to improve joint risk management in the programme area by increasing the joint response in case of emergency situations (flood management, forest fire protection etc.)

What’s the budget?

1,008,946.32 euro, out of which 857,604.36euro ERDF

Target at the half of the implementation period: 10,000 euro for LB, 97,675 euro for B2

Beneficiary 2 (B2): Directorate General Fire Safety and Civil Protection –Ministry of Interior (Bulgaria)

vProcurement of specialized equipment;

Programme outputs: 4 779 754 people benefiting from actions of risk management, 4 591 666 people benefiting from flood protection measures, 4 779 754 people benefiting from forest fire protection measures, 6 joint partnerships in the field of joint early warning and emergency response

Project status

The project implementation period ended on 15.01.2023.

All the activities are completed.

The main objective is to streamline the joint response in emergency situations in the cross-border area through common trainings in specialized polygons, procurement of specialized equipment and by improving common cross-border operational framework for emergency situations.

- Through the procurement of specialized equipments (water diving equipment, dive boat), the common trainings for search and rescue mission from aquatic environment that took place in the polygon in Balchik and the joint exercise conducted, the quality of the joint response in case of floods management was improved.

- Common trainings in the dedicated polygon in Craiova and joint exercise that took place in this project, raised first response efficiency to forest fires and in general to fires.

Three emergency plans were developed aimed at regulating the cooperation between the intervention resources belonging to the GIES and the DGFSCP to ensure operative intervention at a specific site;

A joint disaster intervention plan between GIES and DGFSCP was realized;

A joint partnership/plan was signed between GIES and DGFSCP regarding the joint training program which consists in the regulation of bilateral cooperation between GIES and DGFSCP in the field of training intervention personnel.

 

 

CIVILSAFETY (ROBG-393)

Integrated risk management and efficient reactions of authorities for civil safety

What’s the goal?

The main overall objective of the project is to increase cross border cooperation in emergency prevention and intervention of authorities and to develop infrastructure and joint services to prevent natural and technological disasters, in the same time with developing the capacity to react quickly to threats to the health and integrity of citizens and goods, in order to ensure a safe area, a sustainable development and an increase in the standard of living of the population.

  •    Acquisition of special equipment for alerting the population in emergency situations, such as earthquakes, fires;

  •    Dissemination of information to ensure the increase of public awareness with regard to the protection measures in emergency situation;

Programme outputs: 18,711 people benefiting from actions of risk management; 18,711 people benefiting from flood protection measures; 5,580 people benefiting from forest fire protection measures

Project status

The Project has been finalized and the main achievements are as follows:

- A vehicle for fire intervention, an ambulance, a vehicle for the transport of 10 or more persons and a rescue boat have been delivered to the LB along with a special equipment for alerting the population in emergency situations, such as earthquakes and fires, all of the equipment is foreseen to be used in case of emergencies, such as floods fires earth quakes, by the volunteers on behalf of LB;

- A rescue boat and a special vehicle for intervention in snowstorms and floods have been delivered to B2, all of the equipment is foreseen to be used in case of emergencies, such as floods fires earth quakes, by the volunteers on behalf of B2;

- The Hazard Maps has been fully developed and can be found at www.hazmaps.eu;

- The volunteers team of 10 persons has been appointed at LB and B2 level and the equipment foreseen within the project for them, in order to be able to communicate between them, receive alerts on cell phones from the warning system, observe and store data from the hazard maps, as well as to be used in trainings and workshops, have been delivered. The trainings of the teams have been organised and performed by the B3.

JRMFERLAES (ROBG-458)

“Joint risk management for efficient reactions of the local authorities in the emergency situations”

What’s the goal?

The main objective of the project is to improve the common risk management in the cross-border area covered by the two municipalities: Călărași and Belene.

  • Preparation of the workshop "Best practices in crisis prevention in the cross-border region";
  • Development of an online platform to provide information for crisis prevention and management;
  • Creating the risk management capacity in Belene and Călărași.

What will be the results (what’s the contribution to the Programme)?

Program achievements: 82,891 people benefiting from risk management actions, flood protection measures and forest fire protection measures, 1 joint partnership in the field of joint rapid prevention and emergency response

Project status

The project obtained the following results:

Both project partners purchased during the implementation period of the project the necessary equipment for dealing with emergency situations caused by fires, natural disasters, accidents and floods:

Belene Municipality

- 1 Work platform;

- 1 Backhoe loader;

– 3 phase diesel aggregate AKSA;

- 1 Drone with camera;

– 5 Motor;

– 1 Garbage Transportation Machine;

– 5 Manual snow removal machine;

- 1 Tractor with trailer;

– 5 Motor Brush cutters.

Calarasi Municipality

– 1 Work platform;

- 3 Bobcats;

- 1 Frontal loader;

- 2 Snow removal vehicles;

- 1 Water removal vehicle.

A joint partnership agreement between Belene Municipality and Calarasi Municipality was drafted in Belene during the workshop held in the period 28-29.08.2019 and signed by the mayors on 05.12.2019. The partnership concluded between both project partners does not include actions and procedures for collaboration in the field of “early warning and joint intervention” during the sustainability period.

   The online platform (https://sos-robg.eu/) for providing information for crisis prevention and management - fires, natural disasters, accidents and floods has been implemented and is populated by the two municipalities, Belene and Calarasi.

   The workshop "Best practices in crisis prevention in the cross-border region" was organized in Belene.

Financial status:

According to the information available in the system, after the project implementation period ended, the progress of the project towards its financial objectives is:

•        LB requested from FLC the amount of 497,186.49 euro, out of which FLC certified the amount of 382,245.97 euro, representing 76.18% from LB’s total partner budget of 501,778.87 euro.

•        B2 requested from FLC the amount of 468,884.31 euro, out of which FLC certified the amount of 349,489.96 euro representing 71.96% from LB’s total partner budget of 485,689.19 euro.

Considering the amounts certified by FLC, the financial execution for the project is 74.10% from the total project’s budget of 987,468.06 euro having certified expenditures for the total amount of 731,735.93 euro.
