Cross-Border Partnership for Training and Labour mobility in the Juridical field eMS 162

What’s the goal?

 To encourage the integration of the cross-border area regarding employment and workforce mobility in the juridical field, via cooperation and promotion of joint actions of beneficiaries, by using human and natural resources in a sustainable manner.

What’s the budget?

430,114.34 euro, out of which 365,597.19euro ERDF

Target at the half of the implementation period: 105,784 euro for Bar Association – Dolj and 56,238 euro for Bar Association - Vidin

How is it going to happen?

  • creating a network of centers that will provide population with juridical information and consultancy services;
  • elaborating a joint study by means of which employment and workforce mobility needs in the juridical field will be identified;
  • drafting a joint strategy through which future directions regarding employment and workforce mobility will be established;
  • the participation of the target group in conferences, foreign language courses, juridical specialist courses, joint training sessions and exchanges of experience.

What will be the results (what’s the contribution to the Programme)?

Programme outputs: 4 ypes of initiatives that activate workforce mobility in the cross border area and 150 participants in joint local employment initiatives and joint training

Programme results: 300 inhabitants on both sides of the border will have access to joint employment initiatives

Project status

The beneficiaries successfully planned and implemented the project launching press conference. Monthly press releases are being conducted.

LB finalized the procurement plan and procurement procedures for project management, website, databases and motor vehicle.

B2 finalized the procurement plan and procurement procedures for IT equipment and furniture.

Project information was also shared publically through the partners’ websites ( and, through the project website and by organizing press releases.

2 Cross Border Juridical Centers were successfully established in Romania and Bulgaria and a Cross Border Juridical Network was established. The selection of the target group for the forthcoming trainings was finalized. A database of the cross-border employers in the juridical field, as well as the legal legislation of the two countries and the results of the study and strategy which will be elaborated within the project is being developed.

A joint study regarding employment and workforce mobility in the cross-border area is being conducted among employees and employers in juridical field. A training in BG language for Romanian representatives of the target group and a training in RO language for BG representatives was organized in November 2017.

The training experts were selected, the training materials prepared and the first two training courses in juridical themes („Cross-border Criminal Law” and „Cross-border migration regulation” ) started in March 2018.

In the first half of February 2018 the project beneficiaries organized the exchange of good practices in Vidin (1st – 4th of February 2018) and in Craiova (8th – 11th of February 2018).

Two joint training sessions on horizontal themes, one in Vidin and one in Craiova were organized in the second half of February 2018.
