ROBG-137 “RIMANA - Risk management and flood protection in cross-border regions Calarasi and Polski Trambesh”

What’s the goal?

The main objective of the project is to improve the joint risk management in the cross-border region Polski Trambesh (Bulgaria) and Călăraşi County (România)

What’s the budget?

3,853,515.63 euro, out of which 3,275,488.28 euro ERDF

Target at the half of the implementation period: 96,533 euro

How is it going to happen?                      

  • improved conductivity of the river Eliyska
  • implementation of a Flood Forecasting and Early Warning System in Polski Trambesh Municipality
  • improved endowment of IES Călăraşi by purchasing 3 new intervention vehicles
  • implementation of an Emergency situations management information system in Călăraşi County
  • joint action plan in the field of emergency situations signed

What will be the results (what’s the contribution to the Programme)?

Programme outputs: 300 000 people benefiting from actions of risk management,   150 000 people benefiting from flood protection measures, 1 joint partnership in the field of joint early warning and emergency response

Project status

Having contracted the consultancy services in project management and public procurements, both project beneficiaries focused on the public procurements within the project.

The Lead Beneficiary managed to award all the procurement contracts, but the one for early warning system, which was launched in June 2018 and following two appeals is still ongoing. The LB has also commenced the construction works for improving the conductivity of the riverbed of river Eliyska since 29.07.2018.

Beneficiary 2, in turn, after launching the procedure for supply of emergency equipment in 3 lots on 09.02.2018, proceeded with awarding only one of the 3 lots (for supply of Unexploded Bomb Transport Vehicle). Lot 1 for Emergency Vehicle - fitted with a 60-ton crane with rescue equipment was relaunched on 24.07.2018, as the only bidder did not respond to the request for clarifications, while Lot 2 for Intervention Vehicle fitted with a water pumping system did not attract any tenderers and will be relaunched after the revision of the Tender Specifications and possibly the review of the budget allocated for the purchase. The other major procurement at B2 level, the one for an integrated information system for the management of emergency situations in Calarasi County, obtained the endorsement from Ministry of Communications and Information Society and should be relaunched in the next period.
